Regular Planning Commission Meeting <br />Minutes – Wednesday, August 3, 2016 <br />Page 3 <br />September Meeting <br />100 <br />At the request of Member Gitzen, Mr. Lloyd confirmed that the September <br />101 <br />th <br />Planning Commission was scheduled on the 14 do to scheduling conflicts with <br />102 <br />the Labor Day holiday and school start date. <br />103 <br />SE Roseville Community Meeting <br />104 <br />Member Bull reported on his attendance at the recent Rice Street redevelopment <br />105 <br />meeting. Member Bull advised there was great representation from the Cities of <br />106 <br />Roseville, Maplewood and St. Paul; and significant interest shown from those <br />107 <br />communities and other agencies in working together to resolve to move forward. <br />108 <br />While admitting it would be a long process, Member Bull expressed his <br />109 <br />appreciation that things were moving along and should provide positive outcomes. <br />110 <br />Chair Boguszewski noted it was a topic of interest to many; and referenced <br />111 <br />opportunities to comment on “Speak Up! Roseville.” <br />112 <br />4. Review of Minutes <br />113 <br />a. Public Hearings <br />121 <br />Chair Boguszewski reviewed public hearing protocol and the process. <br />122 <br />PLANNING FILE 16-021 <br />a. <br />123 <br />Request by Meritex Enterprises for approval of a temporary outdoor storage <br />124 <br />of motor freight (semi) trailers as an INTERIM USE at 2470 Highcrest <br />125 <br />Road/2501 Walnut Street <br />126 <br />Chair Boguszewski opened the public hearing for Planning File 16-021 at 6:54 <br />127 <br />p.m. <br />128 <br />City Planner Thomas Paschke reviewed the request and staff’s analysis of the <br />129 <br />Interim Use (IU) application as detailed in the staff report and related attachments <br />130 <br />dated August 3, 2016. As outlined in the staff report, Mr. Paschke noted the <br />131 <br />storage of semi-trailers is requested for Blue Box in the rear of the parking lot, <br />132 <br />containing seasonal goods from Goodwill Industries or empty trailers stored on <br />133 <br />site. <br />134 <br />Mr. Paschke reported that, as part of the process, the open house held for this <br />135 <br />request had incorporated the broader notification area as authorized as a pilot <br />136 <br />program recommended by the Zoning Notification Task Force, and included <br />137 <br />property owners as well as renters and tenants of that same 500’, mostly involving <br />138 <br />industrial facilities. Mr. Paschke noted the attendance of three Planning <br />139 <br />Commissioners at that open house as well, and referenced a summary of the <br />140 <br />meeting provided in agenda packet materials. <br />141 <br />Mr. Paschke reviewed the three criterion used in IU consideration, and displayed <br />142 <br />Attachment D as part of his presentation. While most IU requests of the recent <br />143 <br />past have been supported up to three years, Mr. Paschke noted this request was <br />144 <br />for two years, and would be virtually the same trailers holding similar products as <br />145 <br />those recently approved on other sites in the area awaiting development and/or <br />146 <br />redevelopment (e.g. Fairview Avenue and County Road C-2). Mr. Paschke noted <br />147 <br />each site was monitored by staff on a period basis to ensure they were in <br />148 <br />compliance with the provisions and conditions of those individual IU’s.
