Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 22 <br />Etten moved, Willmus seconded, adoption of Resolution No. 11366 (Attachment <br />A) entitled, "Resolution Approving Municipal Consent for the MnDOT I-35W <br />Project S.P. 6284-172." <br />Councilmembers Etten and Willmus agreed that this would prove a long-term <br />good step and balance for those using I-35W as well as for businesses along the <br />freeway. <br />Councilmember Laliberte also ageed. However, while work was being done for <br />improvements to the north/south traffic corridor, Councilmember Laliberte noted <br />the remaining pressure on east/west corridors, especially along Highway 36; and <br />still needing addressed for residents as well as those moving through the Roseville <br />community. <br />Councilmember McGehee concurred; even though she stated she was not looking <br />forward to four years of increased traffic back-ups during the construction period. <br />Mayor Roe spoke in support of municipal consent, even though there had been <br />some opposition expressed by some residents via online forums. From an engi- <br />neering perspective, and also from a municipal perspective, Mayor Roe opined <br />that high occupancy lanes versus general traffic lanes provided additional benefit <br />to move people through a corridor with those managed lanes that seemed to be <br />proving effective throughout the metropolitan area. <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />Etten moved, McGehee seconded, withholding the City of Roseville's municipal <br />vote on installation of a noise wall as part of MnDOT I-35W Project S.P. 6284- <br />172 for the purpose of continued negotiations by respective staff to end the wall <br />further south of County Road D on behalf of local business interests. <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />15. Business Items — Presentations/Discussions <br />a. Discuss Recommendations Regarding Neighborhood Associations from the <br />Community Engagement Commission (CEC) <br />Mayor Roe recognized Community Engagement Chair Scot Becker, who offered <br />his availability during tonight's discussion for any questions of the City Council <br />related to recommendations of the CEC. <br />
