Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 25 <br />Councilmember McGehee opined that any number of community organizations or <br />people came up with good ideas as individuals or as a group. When the city per- <br />formed its last community survey, Councilmember McGehee noted the leading <br />thing felt by respondents was their connection with their neighborhood, opining <br />that proved to her that there was no lack of cohesion or self-identity. <br />Councilmember McGehee spoke in support of having tips for forming informal <br />neighborhood associations, or making meeting space available through one or <br />more of the six park buildings located throughout the city that she understood <br />were free of charge for community or civic use. <br />Councilmember McGehee opined that the block captain program was excellent, <br />but opined there were other neighborhoods that were equally as cohesive without <br />that leadership. <br />Councilmember McGehee stated she was happy to be as helpful as possible for <br />any group of residents with ideas or proposals, positive or objective. However, <br />Councilmember McGehee stated she was not supportive of an approach that re- <br />quired an association to meet specific requirements and the city would respond <br />accordingly, opining all members of the community were important. <br />Councilmember Willmus <br />In his review of discussions to-date, and recommendations of the Task Force and <br />CEC, Councilmember Willmus opined that he found a lot of good initiatives. <br />However, when considering expenditures of tax monies for the benefit of one <br />group or one neighborhood association, Councilmember Willmus opined that it <br />was important to have some level of oversight to make sure of the process and <br />how those funds are being spent, something he considered to be an important as- <br />pect. <br />Specific to the use of community facilities, as long as meetings remained open to <br />the public as a whole and not limited in attendance, Councilmember Willmus <br />stated he was fine facilitating their meetings, but suggested that may be a point of <br />discussion going forward. <br />Going back to his review of those involved in preparing the series of recommen- <br />dations, Councilmember Willmus opined that they had done a good job, and even <br />though he understood there had been some disagreement, dissent and personality <br />issues as things progressed, to him that didn't mean all of the recommendations <br />got tossed aside. If a framework approach is used, Councilmember Willmus <br />opined that there were things that could be moved forward; and agreed it was un- <br />fortunate that a lot of misinformation had been tossed about suggesting city man- <br />dates, and reiterated that while it was unfortunate, it was certainly not true. <br />Councilmember Etten <br />
