Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 27 <br />Mayor Roe suggested following the steps outlined by Councilmember Laliberte <br />for that starting point in the process. <br />CEC Chair Scot Becker <br />At the request of Mayor Roe, CEC Chair Becker clarified that the original rec- <br />ommendations of the Task Force and CEC did not include copies as part of the <br />services provided to neighborhood associations by the city. Chair Becker advised <br />that only an annual mailing for a formal association was suggested. <br />In looking at bock clubs, Chair Becker further clarified that the intent was not to <br />exclude them beyond a return on the city's investment in terms of money or staff <br />resources and website emphasis, as well as endorsement of those organizations by <br />the city. Chair Becker stated that the intent was that there should be some mini- <br />mal considerations to make sure there was no discrimination in membership or <br />within the neighborhood as part of the recommendations. <br />Discussion <br />Councilmember Laliberte clarified that the broader work done and recommenda- <br />tions of the Neighborhood Association Task Force and CEC were relevant when <br />the timing was right. Councilmember Laliberte acknowledged that she'd met <br />several Roseville residents who had moved here from other communities having a <br />formal neighborhood association who expressed that they missed that aspect. <br />Councilmember Laliberte opined that building up to that point was important as <br />well as understanding the give/get piece and soliciting feedback from neighbor- <br />hoods already providing that aspect. Councilmember Laliberte suggested that by <br />doing this preliminary work and taking smaller steps in the process would make <br />the broader effort more successful if and when the city pulled the trigger on these <br />recommendations of the Task Force and CEC. <br />Councilmember McGehee suggested those efforts could be part of the training for <br />block captains, and supply contact information. However, Councilmember <br />McGehee noted the need to provide a parallel source of information for commu- <br />nication beyond social media and the website for those in the community without <br />internet or computer access. <br />City Manager Trudgeon verified direction to staff: <br />• Staff preparation of a draft tool kit of best practices for a neighborhood to pur- <br />sue, using available resources, and further refinement going forward <br />• Recognizing that block clubs were intended for public safety efforts by the <br />Roseville Police Department, City Manager Trudgeon cautioned that they not <br />be morphed into something else during the process or require that a block club <br />engage in an annual meeting, with his understanding that such a step would <br />require more City Council discussion in directing staff accordingly. Mr. <br />Trudgeon noted his perception that the City Council was not suggesting more <br />work for the Police Departinent ar Mr. Yunke specifically, and if additional <br />
