From a common sense standpoint, Dr. Sicoli further opined <br />that the policies didn’t always correct behavior, but there remained a need to bal- <br />ance that with a safe learning environment for all. <br /> <br />Dr. Sicoli advised that the School District held regular conversations with princi- <br />pals and others related to suspension numbers and disparities, including a new <br />part-time position assigned to oversee those efforts toward restorative practices. <br />Dr. Sicoli noted this included positive behavior intervention and support as advo- <br />cated by the State of Minnesota and alternatives to suspension, seeking better out- <br />comes before suspension. Dr. Sicoli recognized there was still room for im- <br />provement, but agreed it was an important topic affecting the lives of not only <br />students but staff members as well. <br /> <br />Regarding facility planning efforts, Councilmember Willmus asked if those meet- <br />ings were open to the general public or if there was a way for them to listen to <br />those discussions. <br /> <br />Dr. Sicoli confirmed they were all public meetings, as well as available on the <br />School District’s website via a link; and invited people to attend or watch. <br /> <br />Mayor Roe thanked Dr. Sicoli for his attendance and for his timely annual update. <br />Mayor Roe opined facilities planning was exciting and challenging for the dis- <br />trict; and wished them the best with those efforts. Mayor Roe expressed his ex- <br />citement about partnering opportunities, and encouraged residents and business <br />owners of all ages to get involved and partner to help students make a good life <br />for themselves. <br /> <br />Specific to Ramsey County Attorney Choi’s task force and expulsion/suspension <br />issues, Mayor Roe noted the Northeast Youth & Family Services (NYFS) organi- <br />zation representing the nineteen-city area and their involvement with area school <br />districts in youth development efforts. <br /> <br />Dr. Sicoli confirmed that the school district and NYFS work with the same organ- <br />izations, including making up the task force, even though it represented a diverse <br />range of roles beyond the school district itself. <br /> <br /> <br />12.Public Hearings and Action Consideration <br /> <br /> <br />a.Public Hearing for Public Input on a Portable Recording System, a/k/a Body <br />Worn Cameras Policy <br />Mayor Roe introduced Police Chief Rick Mathwig, and for the listening audience, <br />clarified that this is a public hearing as mandated by 2016 state legislation to up- <br />date existing Minnesota Data Practices Statute 13.82, subd. 2, involving portable <br />recording systems, and requirements for governing bodies to incorporate public <br /> <br />
