Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 15 <br /> <br /> <br />Councilmember McGehee questioned why recordings are not available as part of <br />a performance review as specifically stated in Attachment A, or why they were <br />excluded, opining she thought they’d prove extremely useful in some cases. <br /> <br />Chief Mathwig clarified that they may be used as part of a written complaint filed <br />against an officer if coaching situations were discovered by the investigator, but <br />as a matter of course, supervisors would not review a day’s worth of video to <br />evaluate any given officer. Chief Mathwig noted the intent of the camera was to <br />document, not to be used in the course of disciplinary action other than to deter- <br />mine use of force issues. <br /> <br />With cameras already being used on squads, Councilmember McGehee asked if <br />these body worn camera tapes would be reviewed if any use of force issues were <br />raised. <br /> <br />Chief Mathwig advised that the tapes would be reviewed that day or within a few <br />days in accordance with current use of force prevention efforts. <br /> <br />Councilmember McGehee questioned why Roseville prisoners were subjected to <br />strip searches when they could only be held for up to four hours; and asked how <br />many were actually performed. <br /> <br />Chief Mathwig responded that it was a possibility that strip searches would be <br />done, and therefore a policy needed to be in place; with the purpose to find con- <br />traband. From his personal experience, Chief Mathwig reported his recollection <br />of only one instance when a strip search was performed, involving the theft of a <br />ring from a jewelry store. However, Chief Mathwig noted a person’s U. S. Con- <br />stitutional rights were keep in mind when seeking documentation for probable <br />cause with that policy and their right to modesty. Chief Mathwig clarified that at <br />no time was a person touched during a strip search. <br /> <br />Under item 8 of the Attachment A, Councilmember McGehee noted data was to <br />be used for administrative purposes, but from her personal perspective, she found <br />it allowed too much wiggle room by listing items but not limiting them, making it <br />open to anything. <br /> <br />While having other concerns, Councilmember McGehee offered to talk to Chief <br />Mathwig off-line, specifically about things she was hearing in general discussions <br />throughout the metropolitan area about that data collection. Councilmember <br />McGehee stated she was also going to have a big issue with the anticipated cost, <br />opining it was a very expensive thing to do and very personnel-intense, above and <br />beyond storage. Councilmember McGehee opined it was extremely expensive <br />and should be reserved for a different time and place. <br /> <br /> <br />
