Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 25 <br /> <br />Ayes: <br /> <br />Willmus, Etten, McGehee and Roe. <br />Nays: <br />None. <br />Recess <br />Mayor Roe recessed the meeting at approximately 8:28 p.m., and reconvened at approximately <br />8:34 p.m. Due to number in the audience awaiting that item, without objection Mayor Roe <br />amended the agenda to address item 14.e prior to Item 14.d (Recycling Contract). <br /> <br />e. Roseville Deer Management <br />Parks & Recreation Director Lonnie Brokke provided an update and deer popula- <br />tion comparisons from 2004 to 2016 to-date provided by the Minnesota Depart- <br />ment of Natural Resources (DNR). Mr. Brokke provided research and available <br />options for deer control as identified by the DNR, Ramsey County, Department of <br />Agriculture (USDA), Metro Bow Hunters Resource Base (MBRB, and Nuisance <br />Animal Removal Service (NARS). <br /> <br />Mr. Brokke reported three options available for deer control in the metropolitan <br />area include sharp shooting, bow hunting, and trapping; and reviewed timing and <br />logistics for each option. Mr. Brokke noted an agreement would be required if <br />deer control was chosen and between the city and a specific agency or contractor, <br />as well as communications with local and area law enforcement agencies to define <br />a safety plan. <br />Public Comment <br />City Manager Trudgeon noted two bench handouts, attached hereto and made a <br />part hereof, consisting of emails dated October 24, 2016 from Tim & Patti Eckert, <br />2653 Matilda Street, in opposition to deer control; and another from Laura Sig- <br />ler, 1857 Huron Street, in opposition to a controlled deer hunt. <br /> <br />Kate Linder, 631 Heinel Drive <br />As a 27-year resident of Roseville on Lake Owasso, and a gardener, Ms. Linder <br />summarized her experience with her yard and garden, along with the excessive <br />deer droppings, at a count of 57 piles when she last cleaned them off her yard. <br />Ms. Linder stated she had noticed the problem getting worse over the last three <br />years and had personally watched it deteriorate. Ms. Linder strongly urged the <br />City Council to consider changes in Roseville to address the situation. <br /> <br />Karen Rudd, 619 Heinel Drive <br />As a 21-yer resident, Ms. Rudd stated she had seen a definite increase in the deer <br />population problem over the last five years. Ms. Rudd referenced a letter she had <br />sent to the Mayor and City Council; and thanked Councilmember Etten for re- <br />sponding to her letter. Ms. Rudd verbalized the points of her letter, pointing out <br />damage. Ms. Rudd opined that the rights of people are more important than ani- <br />mals and opined with the totally fearless deer population in Roseville, it was time <br />for the City Council to stop talking about it and take action soon. <br /> <br />Ilona Rouda, 946 Lydia Avenue <br /> <br />
