Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 28 <br /> <br /> <br />Council Deliberation <br />Before beginning Council discussions, Mayor Roe asked staff to respond to the <br />questions asked during public speaking. <br /> <br />Specific to timing for bow hunting, Mr. Brokke advised that this was accom- <br />plished through a special permit; and while not yet committed to this option, <br />would like to have it happen before year end. Mr. Brokke agreed with the speaker <br />that it was late in the season, but suggested a special permit might be granted at <br />additional cost since it would be outside the season. Mr. Brokke noted the situa- <br />tion would not be resolved with just one hunt, and would probably need to be re- <br />peated. Mr. Brokke clarified that bow hunters typically pay for a special permit to <br />hunt here rather than somewhere else, and since it’s outside the normal deer hunt- <br />ing season, they paid an additional cost to do so. <br /> <br />Specific to contraception and its effectiveness, as per past discussions on that op- <br />tion, Mr. Brokke stated staff’s initial background information indicated this was <br />not an option in Minnesota and only done out east in particular areas. However, <br />Mr. Brokke stated it had proven ineffective, and from his research didn’t even be- <br />lieve the option was permitted in Minnesota. Mr. Brokke noted this was similar <br />to the option to relocate deer, and one of two other areas staff had researched that <br />had been tried elsewhere but ultimately proven ineffective. <br /> <br />Councilmember Willmus noted identification by staff of three areas for imple- <br />menting control measures; but asked if Ramsey County properties were off limits <br />going forward (e.g. area around Little Lake Josephine) that encompassed larger <br />areas. <br /> <br />Mr. Brokke responded that he thought those Ramsey County areas would remain <br />open for deer management efforts as well. <br /> <br />Councilmember Willmus noted some of tonight’s public testimony indicated this <br />was affecting only a small area of Roseville. However, Councilmember Willmus <br />stated it had been his understanding and observation that the deer population was <br />pretty widespread, including his yard and those of his neighbors, indicating it was <br />a citywide issue. While three areas had been identified as displayed on maps pro- <br />vided by staff through aerial photos, Councilmember Willmus suggested there <br />were other areas to consider as well if the city chose to move forward. <br /> <br />Councilmember Etten noted online comments and one of tonight’s speakers, as <br />well as comments he’d received while door knocking in SE Roseville during his <br />re-election campaign. Councilmember Etten questioned if the three areas of high- <br />est concentration identified by Mr. Brokke provided sufficient assessment, or if <br />future assessment would indicate where to focus versus taking no action at all. <br /> <br /> <br />
