Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 32 <br /> <br />Mayor Roe recognized Environmental Specialist Ryan Johnson; and Mr. Culver <br />noted the considerable time and effort spent by Mr. Johnson in developing the re- <br />quest for proposals (RFP) and working with Eureka Recycling, thanking him for <br />the great job. <br /> <br />As detailed in the RCA, Mr. Culver reviewed the differences in the proposal, spe- <br />cifically the new portion of the program for servicing parks and pathways with re- <br />cycling options. Mr. Culver reviewed those price variables from the original pro- <br />posal and agreement proposal after negotiations that addressed prices for parking <br />lot pick-up, building walk-up and pathways based on per cart pulls. Mr. Culver <br />advised that it was suggested that a pilot program be implemented at Central Park <br />at an annual cost of approximately $10,000. Mr. Culver advised that for services <br />beyond 2017 for park and pathway service, a memorandum of understanding <br />(MOU) to the initial agreement would be brought before the City Council annual- <br />ly for their approval. <br /> <br />Mr. Culver further reviewed differences in the current agreement with Eureka and <br />proposed agreement, including a five-year contract versus a three-year contract; <br />changes in the revenue share component due to drastic disparities in the com- <br />modities market to sell recycled materials; processing fees per ton; and changed in <br />the original service cost per unit for park collection. Mr. Culver stated the most <br />notable issue in the proposed agreement was a proposed removal of a floor price <br />of zero. <br /> <br />Council Deliberation <br />Councilmember Willmus expressed concern with the proposed floor price; and <br />asked if staff could explore additional negotiation. Councilmember Willmus also <br />asked the length of the park pilot program. <br /> <br />Mr. Culver advised that, as currently laid out in the draft agreement, the proposed <br />pilot program was just for the 2017 season, with the Parks & Recreation Depart- <br />ment determining in February when best to roll out the carts and when to pull <br />them back in; with data collection obtained during that initial pilot program. Mr. <br />Culver advised that the Parks & Recreation Department would also formalize and <br />define how broad that pilot program should be; with the suggestion for 20 carts in <br />Lexington Park initially to see how it worked. <br /> <br />Councilmember Etten agreed that the Parks & Recreation Department should <br />work out the details. However, Councilmember Etten asked how the ten-month <br />calendar period had been determined and whether it considered park use during <br />the high and low periods. Councilmember Etten stated his appreciation for initiat- <br />ing this park recycling effort. <br /> <br />Mr. Culver advised that part of the schedule took into consideration that it will <br />take two months to get the carts rolled out; and while recognizing Lexington Park <br /> <br />
