Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 35 <br /> <br />Councilmember Etten stated his appreciation for Councilmember Willmus’ con- <br />cerns, but noted the numbers were from an exceptionally bad year serving to de- <br />fine the city’s risk, even though some improvement had been realized in 2016 to- <br />date and remaining historically low compared to the past. Councilmember Etten <br />opined this provided some viewpoint of what could happen; and expressed appre- <br />ciation for the lower processing fees in this proposed contract. Councilmember <br />Etten stated there was a need for give and take in any contract, and past experi- <br />ence with and services from Eureka had been good. Councilmember Etten ex- <br />pressed his interest in implementing the park services going forward. <br /> <br />Councilmember McGehee agreed with the comment of Councilmember Etten; <br />and the proven service by Eureka over time as a good and fair partner to the city. <br />If changes were experienced during the five-year term, Councilmember McGehee <br />stated her confidence that things could be figured by both parties out if and when <br />necessary. <br /> <br />Councilmember Willmus stated things may not work out with both parties to the <br />agreement of both, especially when the commodities market couldn’t be forecast <br />out five years. Therefore, Councilmember Willmus stated an easy solution would <br />be to provide a system of checks and balances within the contract now versus ap- <br />proving how it’s presented tonight. Councilmember Willmus opined that, if the <br />City Council sat at the dais and touted its fiscal stewardship for the community to <br />him this was an area for consideration at this time. <br /> <br />Mayor Roe asked Councilmember Willmus if he envisioned that provision to be <br />better language in the floor price clause protecting the city, or if he was suggest- <br />ing better language specifically related to termination. <br /> <br />Councilmember Willmus opined the best position for the city would be to have <br />an escape clause a better clause would be no clause. However, with over two <br />months still remaining in the current Eureka contract with the city, Councilmem- <br />ber Willmus opined there was sufficient time and his preference would be to pur- <br />sue further discussion and to negotiate a better contract. Councilmember Willmus <br />agreed that Eureka had done a great job for Roseville and in their working rela- <br />tionship to-date, as well as other products they had brought forward. Coun- <br />cilmember Willmus stated he had nothing to say about Eureka or their service to <br />Roseville. However, Councilmember Willmus stated this was a financial issue <br />that could have considerable impact on the city. <br /> <br />Councilmember Etten asked staff what type of “out clause” they envisioned from <br />their discussion with Eureka to-date that they might be able to support. <br /> <br />Mayor Roe suggested the city’s strategy not be revealed publicly in this meeting. <br /> <br /> <br />
