Regular City Council Meeting <br />Monday, October 24, 2016 <br />Page 39 <br /> <br />Ms. Borash responded that she estimated their budget was approximately <br />$500,000; and the association made approximately $300,000, with donations to <br />the city funding upkeep of the skating center and equipment and other Roseville <br />recreation activities. <br /> <br />Councilmember Willmus stated there was no question about the Youth Hockey <br />Association and their commitment to Roseville. Councilmember Willmus stated <br />he had remaining questions in order to make an informed decision, and while not <br />opposed to this request, he didn’t think he was in a position to approve the request <br />wholeheartedly without those questions being answered and being able to talk to <br />city staff more in depth on this and the potential future impact with other organi- <br />zations. <br /> <br />Mr. Howarth clarified that Joe Senser’s will no longer be a site for Minnesota <br />Brass whether or not the Youth Hockey Association is granted this request; and <br />further clarified the Hockey Association was not pushing that organization out. <br />Mr. Howarth advised that the Hockey Association was simply their choice for a <br />replacement most meeting the goals of their organization and mission statement. <br /> <br />Mayor Roe thanked representatives for their attendance tonight and for presenting <br />their request. In his review of current ordinance, Mayor Roe noted the city cur- <br />rently allowed eight premise permits, and as of 2015, seven were listed, with one <br />remaining from that total maximum amount. <br /> <br />Finance Director Miller confirmed that number; however, he noted staff’s aware- <br />ness of one new restaurant coming to Roseville that had expressed interest in that <br />remaining premise permit. <br /> <br />Mayor Roe asked if state statutes or city code had any restrictions on donations <br />from one premise, or limiting the number of organizations a premise can support <br />for charitable gambling operations. <br /> <br />Finance Director Miller advised that he would need to follow-up on that, stating <br />that he was aware that the Roseville Bingo Hall had a limit of five at that premise <br />itself. However, as far as individual restaurants or more than one specific site, he <br />would need to confirm those requirements. <br /> <br />Mayor Roe asked staff to provide that information before moving forward. <br />Mayor Roe stated he still needed to understand, as requested by Councilmember <br />Willmus, the pluses and minuses with an organization potentially getting gam- <br />bling revenue from three different premises. Mayor Roe noted the overall in- <br />crease in proceeds even without a change in the number of premises; also some- <br />thing to consider. <br /> <br /> <br />
