Roseville Finance Commission <br />Agenda Item <br /> <br />Page 3 of 8 <br /> <br />Community Development Block Grant Funds (CDBG) <br />The HRA has applied for CDBG funds from Ramsey County over the years to use for construction and <br />rehabilitation of single-family and multi-family housing in Roseville. The funds are usually tied to a 30- <br />year mortgage and are either paid back upon early sale of property or forgiven after 30 years. The funds are <br />tied to income restrictions and must be used in developments that serve at least 50% of the units to 80% or <br />less area income. The income ranges are from $46,000 to $81,500 based upon size of family. These funds <br />are awarded based upon if a project meets the REDA financial subsidy policy. <br />The account balance is $337,000. <br /> <br />Ownership Rehab Program <br />Housing Resource Center Construction Consultation <br />Since 2000, the City of Roseville has contracted with the Housing Resource Center (HRC), a program of the <br />Greater Metropolitan Housing Corporation (GMHC), to provide construction consultations to Roseville <br />residents. This contract also supports homeowners as they maintain and upgrade their homes. HRC staff <br />provide the following services to Roseville residents free of charge: <br />• Site visits with homeowners regarding home improvement and work to be performed <br />• A written scope of work or a list of work for contractors to bid <br />• Assistance in reviewing contractor bids, proposals, and estimates <br />• Assistance during the construction process <br />• Information on construction standards, building codes, and permits <br />• Provide referrals for scope of worked needed <br /> <br />As demonstrated in Attachment A, as of end of October 2016, the HRC provided 140 consultations <br />compared with 71 consultations in all of 2015. Attachment A provides a full summary of the historical <br />data as well as the current activity. <br />Funded in the past by the RHRA levy, the amount budgeted for 2016 was $12,000 and for 2017 the amount <br />is $15,000. <br /> <br />Roseville Green Building/Remodeling Award <br />Since 2010, the RHRA has budgeted $850 a year from the levy to recognize and reward up to three <br />residential properties per year that incorporate best practices for improvements when building or remodeling <br />a home in Roseville. The winning properties are highlighted at a City Council meeting, in the City’s <br />newsletter, and featured on the City’s website. Attachment C highlights the last two years’ winners; this <br />information is also available at www.cityofroseville.com/1824/Green-Remodeling-Award <br />The budgeted amount for in the 2017 levy is $850. <br />
