With aggregate data it’s difficult to conclude whether water customers are <br />truly modifying their behavior or if the volume is decreasing for other reasons such as the loss of high- <br />water users (manufacturing, hotels, apartments, etc.) or higher summertime rainfall totals. <br /> <br />As we’ll discuss further below, the average monthly summertime rainfall totals have increased somewhat <br />since 2009, however during this same period the City has seen growth in housing units, retail <br />establishments, and other commercial uses.
