As indicated in the graph, citywide consumption has generally been falling over the past eight years – a 17% reduction since 2007. With aggregate data it’s difficult to conclude whether water customers are truly modifying their behavior or if the volume is decreasing for other reasons such as the loss of high- water users (manufacturing, hotels, apartments, etc.) or higher summertime rainfall totals. As we’ll discuss further below, the average monthly summertime rainfall totals have increased somewhat since 2009, however during this same period the City has seen growth in housing units, retail establishments, and other commercial uses.
