Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 2 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: December 13, 2016 <br />Re: Item #4: Continue Discussion on the Capital Improvement Plan (CIP) Document Format & <br />Priority Setting Process <br /> <br /> <br /> <br />Background <br />At the October 9, 2016 Finance Commission meeting, the Commission discussed alternative CIP <br />document formats used by other cities as well as the value of conducting a priority-setting exercise for <br />scheduled asset replacements contained in the CIP. <br /> <br />Commission Chair Schroeder agreed to talk with a couple of councilmembers to determine if there was <br />interest in adding additional detail to the CIP document, especially for asset replacements scheduled in <br />the near-term. Commissioner Schroeder will report back to the Commission on her findings. <br /> <br />Also at the October meeting, the Commission agreed to continue discussing the concept of assigning <br />CIP priorities given the fact that some of the City’s asset replacement funds are not yet fully sustainable. <br />The CIP priorities identified by the City of Minnetonka was an example of what Roseville might consider <br />doing. An excerpt of Minnetonka’s CIP document describing its funding priorities and planning <br />principles is shown below. <br /> <br /> <br />[From the City of Minnetonka CIP Document] <br /> <br />Funding Priorities <br />Reinvestment for the replacement, maintenance, or increased efficiency of existing systems will have <br />priority over the expansion of existing systems or the providing of new facilities and services. Priority <br />rankings include: <br /> <br />1. Projects necessary for public health and safety, or to meet legal mandates. <br />2. Projects which help maintain or make existing systems more efficient. Cost-benefits and <br />coordination with related projects will be considered. <br />3. Projects expanding existing systems, providing new services, or for general community <br />betterment. <br /> <br />
