Regular Planning Commission Meeting <br />Draft Minutes – Wednesday, November 2, 2016 <br />Page 18 <br />Mr. Lloyd advised that based on feedback from the CEC and the Planning <br />863 <br />Commission, staff would then provide suggestions to the City Council for future <br />864 <br />actions moving forward. <br />865 <br />Chair Boguszewski stated his strong support of an on-site demonstration of a <br />866 <br />model unit of poster board displays of units, opining nothing beats a visual <br />867 <br />perspective. Chair Boguszewski questioned the intent in seeking feedback from <br />868 <br />consultant caregivers, while supporting feedback from area realtors regarding <br />869 <br />impacts to adjacent properties. Chair Boguszewski opined that the consensus <br />870 <br />would most likely come forward that these units would provide helpful, but also <br />871 <br />needing to understand what the city was seeking in this type of temporary housing <br />872 <br />unit and whether or not the public agreed with that perspective and/or need. <br />873 <br />Chair Boguszewski opined that time and expense spent in guiding or shaping this <br />874 <br />effort would be well spent if only to evaluate their efficacy for use. Overall, Chair <br />875 <br />Boguszewski suggested defining who the contact person was or who was in <br />876 <br />charge for residents to react to as articles are published; and who was gathering <br />877 <br />the information to make sure it was aggregated cohesively so a clear meaning <br />878 <br />could be derived. In other words, Chair Boguszewski suggested identifying early <br />879 <br />on who was running the communication effort and gathering of the feedback from <br />880 <br />whatever source. Chair Boguszewski suggested that was a question for the City <br />881 <br />Council to consider early on. <br />882 <br />Mr. Lloyd advised that, depending on the scope of it and how expansive the effort <br />883 <br />was going to be, it was basically a staff time question; and opined it was probably <br />884 <br />up to the Community Development Department to supply the time and resources. <br />885 <br />Mr. Lloyd suggested that he saw the overall approach to be starting with articles <br />886 <br />informing residents of what the conversation was and then starting to include that <br />887 <br />information, and when and where discussions will convene. <br />888 <br />Chair Boguszewski suggested prior to those discussions, a date certain was <br />889 <br />needed that the issue would be coming before the Planning Commission for their <br />890 <br />recommendation to the City Council. Chair Boguszewski suggested this could <br />891 <br />include meetings in neighborhoods, or even inviting speakers for their groups <br />892 <br />before coming before the Planning Commission at a formal public hearing. <br />893 <br />Specific to consulting care givers, Member Gitzen stated his interest in hearing <br />894 <br />what they envisioned to be a demand for this type of dwelling, not only their input <br />895 <br />on the challenges with the temporary units, but their reality in looking at using <br />896 <br />them and whether or not they were open to doing so. <br />897 <br />Member Daire stated he found himself wanting to take the next step in bullet point <br />898 <br />#1 in the staff report suggested by the CEC to establish a foundation for the <br />899 <br />community discussion: what the units look like, their maximum square footage, <br />900 <br />the logistics for how the trailers are brought onto a site, what kind of analog exists <br />901 <br />for their shape and how they differ from the current auxiliary building units for <br />902 <br />parents and seniors under city code, the cost of a typical unit, and how is <br />903 <br />“temporary” defined (e.g. 2-3 weeks, or a year or more). Member Daire stated his <br />904 <br />interest in filling in those blanks before the city started publishing articles, with that <br />905 <br />information more clearly defined including visuals or examples of models, the <br />906 <br />good/bad and pros/cons for the community to respond to. <br />907 <br />Member Kimble agreed that the CEC provided a lot of good ideas, but as <br />908 <br />information was solicited including a townhall meeting or beyond that, efforts be <br />909 <br />made to ensure a good age demographic, even though seniors were seen as the <br />910 <br />typical user, it could extend across generations depending on specific situations. <br />911 <br />Member Kimble opined that would also be relative to the process and how <br />912 <br />information was collected to ensure every group was heard. Member Kimble also <br />913 <br />noted the need to document that feedback and get those results back to the <br />914 <br />community for their reaction and to ensure they know they had been heard. <br />915 <br /> <br />
