Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes –Wednesday, December 7, 2016 –6:30 p.m. Call to Order 1. 1 Chair Boguszewski called to order theregular meeting of the Planning Commission 2 meeting at 6:00 p.m. and reviewed the role and purpose of the Planning Commission. 3 Roll Call 2. 4 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 Members Present:Chair Michael Boguszewski; and Commissioners Chuck Gitzen, 6 Robert Murphy, James Daire, Julie Kimble and James Bull; with Vice Chair Shannon 7 Cunningham arriving at approximately 6:15 p.m. 8 Staff Present: Community Development Director Kari Collins, City Planner Thomas 9 Paschke,and Senior Planner Bryan Lloyd 10 3.Communications and Recognitions 11 a.From the Public (Public Comment on items not on the agenda) 12 b.From the Commission or Staff 13 At the request of Member Murphy, Mr. Paschke advised that there was no 14 update on temporary healthcare housing at this time. 15 4.Review of Minutes 16 a.November 2, 2016 Regular Meeting Minutes 17 MOTION 18 Member Daire moved, seconded by Member Kimble to approve the November 2, 19 2016 meeting minutes as amended; with a typographical correction made to page 20 17, line813 on the percentage from “560%” to “60%.” 21 Ayes: 6 22 Nays: 0 23 Motion carried. 24 Public Hearings 5. 25 Chair Boguszewski reviewed public hearing protocol and the process. 26 a.PLANNING FILE 16-027 27 Pursuant to Table 1006-1 and Section 1009 of Roseville City Code, Request by 28 Stan Koch & Sons Trucking for consideration of a CONDITIONAL USE (CU) to 29 allow a motor freight terminal at 2500 County Road C 30 Chair Boguszewski opened the public hearing for PF16-027 at 6:05 p.m. 31 City Planner Thomas Paschke briefly summarized this request as detailed in the 32 staff report of today’s date converting a non-conforming use into a conforming 33 use.By establishing the motor freight terminal as a conforming use on the site, 34 Mr. Paschke advised it will afford the applicant the ability to purchase the current 35 Crown Iron Works site and expand semi-trailer storage and customer/employee 36 parking areas on the premises.Mr. Paschke referred to the applicant’s narrative 37 for their detailed for the parcel.Mr. Paschke noted that the CU was subject to 38 approval of Variance requests (3) that had been approved via resolution by the 39 Variance Board at their meeting held earlier tonight, with seven conditions 40 applied as detailed in the resolution (revised Attachment D). 41
