Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes –Wednesday, December 7, 2016 –6:30 p.m. <br />Call to Order <br />1. <br />1 <br />Chair Boguszewski called to order theregular meeting of the Planning Commission <br />2 <br />meeting at 6:00 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />Roll Call <br />2. <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present:Chair Michael Boguszewski; and Commissioners Chuck Gitzen, <br />6 <br />Robert Murphy, James Daire, Julie Kimble and James Bull; with Vice Chair Shannon <br />7 <br />Cunningham arriving at approximately 6:15 p.m. <br />8 <br />Staff Present: Community Development Director Kari Collins, City Planner Thomas <br />9 <br />Paschke,and Senior Planner Bryan Lloyd <br />10 <br />3.Communications and Recognitions <br />11 <br />a.From the Public (Public Comment on items not on the agenda) <br />12 <br />b.From the Commission or Staff <br />13 <br />At the request of Member Murphy, Mr. Paschke advised that there was no <br />14 <br />update on temporary healthcare housing at this time. <br />15 <br />4.Review of Minutes <br />16 <br />a.November 2, 2016 Regular Meeting Minutes <br />17 <br />MOTION <br />18 <br />Member Daire moved, seconded by Member Kimble to approve the November 2, <br />19 <br />2016 meeting minutes as amended; with a typographical correction made to page <br />20 <br />17, line813 on the percentage from “560%” to “60%.” <br />21 <br />Ayes: 6 <br />22 <br />Nays: 0 <br />23 <br />Motion carried. <br />24 <br />Public Hearings <br />5. <br />25 <br />Chair Boguszewski reviewed public hearing protocol and the process. <br />26 <br />a.PLANNING FILE 16-027 <br />27 <br />Pursuant to Table 1006-1 and Section 1009 of Roseville City Code, Request by <br />28 <br />Stan Koch & Sons Trucking for consideration of a CONDITIONAL USE (CU) to <br />29 <br />allow a motor freight terminal at 2500 County Road C <br />30 <br />Chair Boguszewski opened the public hearing for PF16-027 at 6:05 p.m. <br />31 <br />City Planner Thomas Paschke briefly summarized this request as detailed in the <br />32 <br />staff report of today’s date converting a non-conforming use into a conforming <br />33 <br />use.By establishing the motor freight terminal as a conforming use on the site, <br />34 <br />Mr. Paschke advised it will afford the applicant the ability to purchase the current <br />35 <br />Crown Iron Works site and expand semi-trailer storage and customer/employee <br />36 <br />parking areas on the premises.Mr. Paschke referred to the applicant’s narrative <br />37 <br />for their detailed for the parcel.Mr. Paschke noted that the CU was subject to <br />38 <br />approval of Variance requests (3) that had been approved via resolution by the <br />39 <br />Variance Board at their meeting held earlier tonight, with seven conditions <br />40 <br />applied as detailed in the resolution (revised Attachment D). <br />41 <br /> <br />
