<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, October 5, 2016 – 6:30 p.m. <br />1. Call to Order <br />1 <br />Chair Boguszewski called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair Michael Boguszewski; Vice Chair Shannon Cunningham; and <br />6 <br />Commissioners Chuck Gitzen, Robert Murphy, James Bull, Julie Kimble <br />7 <br />Members Absent: <br /> Commissioner James Daire <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke, and Community Development Director <br />9 <br />Kari Collins <br />10 <br />3. Communications and Recognitions: <br />11 <br />a. From the Public (Public Comment on items not on the agenda) <br />12 <br />None <br />13 <br />b. From the Commission or Staff <br />14 <br />At the request of Member Murphy, Community Development Director Kari Collins <br />15 <br />provided a brief update on the Temporary Family Health Care and Dwellings. Ms. Collins <br />16 <br />referenced the email memorandum to the Community Engagement Commission (CEC) <br />17 <br />that Mr. Lloyd had provided prior to his attendance at their upcoming meeting, seeking <br />18 <br />their input on a strategy for community engagement processes related to this issue. Ms. <br />19 <br />Collins noted that City Manager Trudgeon had previously provided a presentation to the <br />20 <br />CEC in preparation for that discussion. <br />21 <br />Ms. Collins advised that staff would keep the Planning Commission updated as the <br />22 <br />process moved forward and when it would return to a future Commission agenda <br />23 <br />depending on other land use issues, as well as continued review of the subdivision code <br />24 <br />and comprehensive plan update on upcoming dockets at this point. <br />25 <br />4. Review of Minutes <br />26 <br />a. August 3, 2016 Regular Meeting Minutes <br />27 <br />MOTION <br />28 <br />Member Gitzen moved, seconded by Member Murphy to approve the August 3, <br />29 <br />2016 meeting minutes as presented. <br />30 <br />Ayes: 6 <br />31 <br />Nays: 0 <br />32 <br />Motion carried. <br />33 <br />5. Public Hearings <br />34 <br />Chair Boguszewski reviewed public hearing protocol and the process. <br />35 <br />a. PROJECT FILE 0039 <br />36 <br />Request by the City of Roseville to amend City Code, Chapter 1004 (Residential <br />37 <br />Districts,), Chapter 1005 (Commercial and Mixed-Use Districts), and Chapter 1006 <br />38 <br />(Employment Districts) to revise regulations pertaining to high-density residential density <br />39 <br />and height and setbacks in each district adjacent to low-density and medium-density <br />40 <br />zoned property <br />41 <br />Chair Boguszewski opened the public hearing for PROJECT FILE 0039 at 6:36 p.m. <br />42 <br />City Planner Thomas Paschke reviewed the background of these requested text <br />43 <br />amendments including additional direction provided by the City Council since the last <br />44 <br />Planning Commission recommendation; and subsequent staff analysis as detailed in the <br />45 <br />staff report and related attachments dated October 5, 2016. <br />46 <br /> <br />
