Mr. Paschke clarified that outdoor storage of semi-trailers required an Interim Use, and <br />309 <br />was not permitted in Industrial zoning areas; with trailer storage outdoors not allowed <br />310 <br />unless affiliated with another use. <br />311 <br />Member Murphy opined a “motor freight terminal” today could morph into trailer storage <br />312 <br />tomorrow based on current market trends. <br />313 <br />Mr. Paschke advised that those currently functioning as motor freight terminals were not <br />314 <br />only for outdoor storage of trailers, but as an ancillary activity related to the primary use <br />315 <br />with product going in and out. Mr. Paschke further noted the administrative review of <br />316 <br />those sites to ensure their ongoing appropriate and consistent use in accordance with city <br />317 <br />code. <br />318 <br />In an effort to discourage blight in that area, Member Murphy suggested adding an <br />319 <br />additional condition that trailers of a certain percentage have to be licensed and deemed <br />320 <br />operable. <br />321 <br />Member Bull noted that Condition C (line 80) required complete screening by plantings, <br />322 <br />an opaque wall, AND fencing. <br />323 <br />Member Gitzen asked for a refresher on how the Conditional use process worked, with <br />324 <br />Mr. Paschke reviewing the specific criteria used by staff in their analysis and conditions <br />325 <br />applied that were considered minimal and specific to a site and/or use with no alterations <br />326 <br />of any lesser nature. <br />327 <br />In addressing freight brought in by a “motor truck (lines 32-33 of the staff repot), Member <br />328 <br />Kimble asked how that vehicle is differentiated from other vehicles. <br />329 <br />Mr. Paschke noted definitions as created stemming how state law called out different <br />330 <br />vehicle designations and state standards related to motor trucks. <br />331 <br />Public Hearing <br />332 <br />• Clifford Anderson, Current Property Owner and President of Crown <br />333 <br />Holdings, Inc. Buss, Stan Koch & Sons Trucking, Inc., 42000 Vahlberg Drive, <br />337 <br />Minneapolis, MN (looking to purchase 2500 County Road C) <br />338 <br />Mr. Buss stated concerns with the current definition when referring to semi trucks or <br />339 <br />tractors, and asked if the Commission would consider expanding the definition of “motor <br />340 <br />freight terminals” to include management, repair, maintenance and outdoor storage of <br />341 <br />semi-trailers or trucks, all licensed and operable vehicles. <br />342 <br />Mr. Buss provided their rationale in this request specific to their building on their site on <br />343 <br />which freight was brought in by motor truck and assembled for shipping. Mr. Buss noted <br />344 <br />this doesn’t address anything about equipment that may come in and leave as freight; nor <br />345 <br />did it make a definition of “storage;” seeking that this language be similar to the <br />346 <br />warehouse definition. <br />347 <br />Mr. Buss referenced Section 1006.05 Industrial Districts related to truck transportation <br />348 <br />terminals, and asked if the Commission would consider changing from “motor freight <br />349 <br />terminal” to “truck transportation terminal” or replacing “truck transportation terminal,” <br />350 <br />even though he had no suggested language for that definition at this time. <br />351 <br />In Conditional Use language (Section 1009.02), Mr. Buss asked that the definition of <br />352 <br />“motor freight terminal” be changed; and language of 1009.02 Conditional Uses, Section <br />353 <br />D, Item 37.a (lines 68 – 75) be changed to state that “all outdoor storage shall occur on <br />354 <br />paved surfaces” in Section 1011. Also, in Section 1009.11, Mr. Buss questioned the <br />355 <br />parking area in Table 1006.3 referencing parking spaces compared to those in Item C <br />356 <br />and D related to handicapped spaces. Mr. Buss stated his concern was within parking lot <br />357 <br />dimensions and lack of definition for 53’ trailers in vehicle projections in feet and parking <br />358 <br /> <br />
