Regular Planning Commission Meeting Minutes – Wednesday, December 7, 2016 Page 17 Ms. Major agreed, noting that while she loved the idea of panel discussions, they were 727 more complex to make happen, even though valuable and able to cover more topics. 728 If using that type of format, Chair Boguszewski sought clarification, confirmed by Ms. 729 Major, that the WSB team had available technology (e.g. hand and vote tools) to make 730 them productive. 731 Member Kimble opined that she found focus groups to work well for developers, when a 732 singular expertise was involved that may not be as relevant to many others in the 733 general populations. 734 In conclusion, Chair Boguszewski noted the first agenda item in January of 2017 was to 735 have the “team” collectively identify the target, desired input, organization, and tool to be 736 used. 737 Ms. Major agreed that a meeting would be necessary to review the list line by line, 738 eventually becoming possibly three times as long as this draft list; but then getting 739 shorter as the PC prioritized the list. However, Ms. Major cautioned the PC that this 740 would be a long and frustrating meeting for them. Ms. Major suggested sharing their 741 edits, recognizing the desire for public accessibility and process transparency, in 742 advance of that meeting versus taking time to do so during the meeting. 743 Chair Boguszewski opined that those edits could be shared outside the meeting in the 744 proper channels without engaging among the team or debating outside the list. 745 Ms. Major asked that individual commissioners make their lists long as a starting point 746 and to clearly identify how and which tools to apply to each. 747 Chair Boguszewski opined that the individual input could be done quickly with staff 748 guidance; with Ms. Major reiterating that the lists start out long, packaged accordingly, 749 and then shortened at the public meeting. 750 At the request of CEC Commissioner Tomlinson, discussion ensued on the steps toward 751 finalization and those running concurrently, with Ms. Major clarifying that the schedule 752 was more linear than process-oriented at this point, with the original goal having been to 753 wrap this step up in December; but now after tonight’s discussion realizing January of 754 2017 will be more realistic. Ms. Major assured all that this was not problematic, but 755 through the flexibility of the process and schedule, it will most likely pick up momentum 756 and make up that time once it gets started. 757 Further discussion ensued regarding the monthly meeting involvement for the 758 comprehensive plan update (e.g. sub-agenda item for discussion); how to share 759 documents and provide individual input to the full team; access to the comprehensive 760 plan update website for the PC team and/or the public or how to share documents; and 761 how staff intended to set up the site, which had not yet been set up until tonight’s 762 conversation to determine PC expectations, with staff suggesting it have its own 763 distribution group for updates similar to others currently used. 764 Member Murphy asked that something be in place before the first formal kick-off meeting 765 for the public to allow their participation early on. 766 With the intent for a minimum of one or two representatives of the PC at each and every 767 meeting, and sometimes a quorum or the full PC, Chair Boguszewski suggested the 768 CEC may want to consider similar representation. 769 Since the CEC meets tomorrow night, and this information and discussion would not be 770 available by then for formal discussion at that meeting, CEC Commissioner Tomlinson 771 advised that the CEC would not be able to discuss it in detail until their January of 2017 772
