Regular Planning Commission Meeting <br />Minutes – Wednesday, December 7, 2016 <br />Page 17 <br />Ms. Major agreed, noting that while she loved the idea of panel discussions, they were <br />727 <br />more complex to make happen, even though valuable and able to cover more topics. <br />728 <br />If using that type of format, Chair Boguszewski sought clarification, confirmed by Ms. <br />729 <br />Major, that the WSB team had available technology (e.g. hand and vote tools) to make <br />730 <br />them productive. <br />731 <br />Member Kimble opined that she found focus groups to work well for developers, when a <br />732 <br />singular expertise was involved that may not be as relevant to many others in the <br />733 <br />general populations. <br />734 <br />In conclusion, Chair Boguszewski noted the first agenda item in January of 2017 was to <br />735 <br />have the “team” collectively identify the target, desired input, organization, and tool to be <br />736 <br />used. <br />737 <br />Ms. Major agreed that a meeting would be necessary to review the list line by line, <br />738 <br />eventually becoming possibly three times as long as this draft list; but then getting <br />739 <br />shorter as the PC prioritized the list. However, Ms. Major cautioned the PC that this <br />740 <br />would be a long and frustrating meeting for them. Ms. Major suggested sharing their <br />741 <br />edits, recognizing the desire for public accessibility and process transparency, in <br />742 <br />advance of that meeting versus taking time to do so during the meeting. <br />743 <br />Chair Boguszewski opined that those edits could be shared outside the meeting in the <br />744 <br />proper channels without engaging among the team or debating outside the list. <br />745 <br />Ms. Major asked that individual commissioners make their lists long as a starting point <br />746 <br />and to clearly identify how and which tools to apply to each. <br />747 <br />Chair Boguszewski opined that the individual input could be done quickly with staff <br />748 <br />guidance; with Ms. Major reiterating that the lists start out long, packaged accordingly, <br />749 <br />and then shortened at the public meeting. <br />750 <br />At the request of CEC Commissioner Tomlinson, discussion ensued on the steps toward <br />751 <br />finalization and those running concurrently, with Ms. Major clarifying that the schedule <br />752 <br />was more linear than process-oriented at this point, with the original goal having been to <br />753 <br />wrap this step up in December; but now after tonight’s discussion realizing January of <br />754 <br />2017 will be more realistic. Ms. Major assured all that this was not problematic, but <br />755 <br />through the flexibility of the process and schedule, it will most likely pick up momentum <br />756 <br />and make up that time once it gets started. <br />757 <br />Further discussion ensued regarding the monthly meeting involvement for the <br />758 <br />comprehensive plan update (e.g. sub-agenda item for discussion); how to share <br />759 <br />documents and provide individual input to the full team; access to the comprehensive <br />760 <br />plan update website for the PC team and/or the public or how to share documents; and <br />761 <br />how staff intended to set up the site, which had not yet been set up until tonight’s <br />762 <br />conversation to determine PC expectations, with staff suggesting it have its own <br />763 <br />distribution group for updates similar to others currently used. <br />764 <br />Member Murphy asked that something be in place before the first formal kick-off meeting <br />765 <br />for the public to allow their participation early on. <br />766 <br />With the intent for a minimum of one or two representatives of the PC at each and every <br />767 <br />meeting, and sometimes a quorum or the full PC, Chair Boguszewski suggested the <br />768 <br />CEC may want to consider similar representation. <br />769 <br />Since the CEC meets tomorrow night, and this information and discussion would not be <br />770 <br />available by then for formal discussion at that meeting, CEC Commissioner Tomlinson <br />771 <br />advised that the CEC would not be able to discuss it in detail until their January of 2017 <br />772 <br /> <br />
