Regular City Council Meeting <br />Monday, December 5, 2016 <br />Page 10 <br />Nays: Willmus, Etten, McGehee and Laliberte. <br />Motion failed. <br />Mayor Roe called the original motion as stated (with no amendments). <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />McGehee moved, Etten seconded, enactment of Ordinance Summary No. 1516 <br />(Attachment B) entitled, "An Ordinance Amending Chapter 314.05, Fee Sched- <br />ule: Adopting the 2017 Fee Schedule." � <br />Roll Call (Super Majority) <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />Request to Amend City Code Chapter 304: Lawful Gambling <br />Finance Director Chris Miller briefly summariaed the RCA detail, seeking a con- <br />firmation for preferences from the City Council. <br />Mayor Roe offered an opportunity for public comment, with no one appearing to <br />speak for ar against. <br />McGehee moved, Willmus seconded, denial of the requested change to City <br />Code, Chapter 304 (Lawful Gambling) allowing for three locations. <br />Councilmember McGehee opined that by leaving the ordinance at two locations <br />for one local, non-profit organization it provided more opportunities for other <br />community groups to participate. Councilmember McGehee expressed her disap- <br />pointment in the Roseville Area Youth Hockey Association (RAYHA) moving to <br />Joe Sensor's Restaurant without adequately alerting or having conversations with <br />Minnesota Brass before then. Also, Councilmember McGehee referenced the <br />new Lucky's 13 coming in with their own service organization right away, and <br />not a local one; opining this was another example of the need to keep a variety <br />available. <br />Councilmember Willmus asked staff when the last comprehensive and holistic re- <br />view of this ordinance has been done. <br />Finance Director Miller advised that the last time was approximately five years <br />ago when RAYHA requested the change from one to two locations; with only mi- <br />nor revisions made prior to that. <br />
