Adopt the 2017 Final Roseville Economic Development Authority (REDA) <br />Tax Levy <br />City Manager Trudgeon and Finance Director Miller referenced the RCA, noting <br />the information was the same as presented and preliminarily adopted at the Sep- <br />tember 2016 meeting. Mr. Trudgeon advised that REDA staff and the EDA attor- <br />ney were in the audience to respond to any questions of the City Council. <br />For the benefit of the public, Mayor Roe further noted that the City Council, in <br />their role as REDA, had met earlier this year to discuss the proposed 2017 REDA <br />levy and budget, with this action in line with the decisions made at that time. <br />At the request of Councilmember Willmus, City Manager Trudgeon confirmed <br />that the proposed action for the REDA would in actuality reallocate funds for an <br />REDA reserve in the amount of $124,000. <br />Community Development Director Collins concurred, advising that in effect, this <br />35% reserve amount of $124,804 was not in reserve in 2016, but the goal for 2017 <br />was to transfer that amount into an REDA reserve from the current Revolving <br />Loan Program. <br />Etten moved, Willmus seconded, adoption of Resolution No. 11384 (Attachment) <br />entitled, "A Resolution Approving a Special Property Tax Levy for the Benefit of <br />the Roseville Economic Development Autharity (REDA), on Real Estate to the <br />Ramsey County Auditar for Fiscal year 2017;" in the amount of $356,585. <br />Roll Call <br />Ayes: Willmus, Etten, Laliberte and Roe. <br />Nays: None. <br />Abstentions: McGehee. <br />Motion carried. <br />b. Consider Adopting the 2017 Utility Rate Adjustments <br />Finance Director Miller briefly summarized this RCA request. <br />Mayor Roe referenced the chart at the top of page 2(RCA detailing utility rate <br />impacts for a typical single-family home per quarter as a result of these adjust- <br />ments. <br />Mayor Roe offered an opportunity for public comment on this item, with no one <br />appearing to speak. <br />�� `:�" � � � ��� <br />� t�'� -����' ` ; : '�, <br />
