Attachment A <br />ATTACHMENT A <br />233 <br />234 <br />235Consultant’s Services <br />236 <br />237 <br />238 <br />239A.Administer the following home improvement programs for residents of the City <br />240of Roseville (the “City”): MHFA Fix Up Fund, Community Fix Up Fund, the <br />241MHFA Rehabilitation Loan Program (collectively the “MHFA Programs”), <br />242the Roseville Home Improvement Loan Program, and the Roseville Multi-Family <br />243Rental Loan Program by providing the following services: <br />2441.Provide information to residents and property owners about the programs, <br />245upon request. <br />2462.Assist the REDA in developing procedures for the programs. <br />2473.Receive and process applications from residents. <br />2484.Close loans for qualified applicants in accordance with the applicable <br />249program. <br />2505.Oversee the draw process for the funds, including, as necessary, reviewing <br />251draws, reviewing the progress of the work and collecting lien waivers and <br />252certificates of occupancy. Consultant may, for this purpose, rely on third- <br />253party representations and certifications. <br />2546.Provide monthly reports aboutthe number of loans closed and the balance <br />255in each loan program. <br />256 <br />257B.Service loans made to City residents: <br />2581.Direct the Community Reinvestment Fund (“CRF”) to collect such <br />259payments pursuant to a contract dated July 2, 2000, between Consultant <br />260and CRF (the “CRFContract”). <br />2612.Direct CRF to take such action pursuant to the CRF Contract if there is an <br />262uncured default by a borrower under a loan pursuant to an Installment <br />263Loan Program. <br />2643.Receive all payments made by borrowers to CRF. <br />2654.Disburse all payments received by Consultant as directed, in writing, by <br />266the REDA; this may include disbursing the funds pursuant to one of the <br />267loan programs described in this Agreement. <br />268 <br />269C.Assist City homeowners who are considering remodeling their homes by meeting <br />270with them to discuss the scope of their project and possible alternatives, then help <br />271them evaluate bids and determine when the project is fully complete; <br />272 <br />273D.Provide HRC housing information to City residents, including information on <br />274emergency assistance, housing rehabilitation, first-time homebuyers, and limited <br />275rental information; <br />276 <br />277E.Have Consultant’s staff visit residences as determined necessary by Consultant; <br />278 <br />279F.Assist the REDA in developing programs to purchase and rehabilitate homes; <br />7 <br /> <br />
