The Metropolitan Council has established a series of <br />Transit Market Areas throughout the metropolitan <br />area as a guide for the provision of appropriate transit <br />service. There are four market areas, I through I V, based <br />on the propensity to use transit, or the likelihood of high <br />transit ridership. The ranking is based primarily on four <br />factors: population density, employment concentration <br />andjob density, trip volumes and patterns, and transit - <br />dependent segments of the population. <br />With higher population and job density, high trip <br />volumes, and relatively high percentages of transit - <br />dependent individuals, more ridership is anticipated <br />and higher levels of transit service are thus justified. <br />Market Area I has the highest transit potential for <br />transit ridership and associatedjustification for extensive <br />service, and Market Area IV has the lowest potential <br />for transit ridership. <br />Roseville is split between Market Areas II and III. <br />Roughly, the area between Cleveland Avenue N and <br />Hamline Avenue N has been designated Transit Market <br />Area II, while the rest of Roseville is Transit Market <br />Area III. As identified by the Metropolitan Council, <br />appropriate service options for Market Area II include <br />regular -route local (suburb to suburb) service, all -day <br />express (via freeways to employment centers such as <br />downtown Minneapolis or St. Paul), small vehicle <br />circulators, special needs paratmnsit, and ridesharing. <br />Service options for Market Area III include peak -only <br />express, small vehicle circulators, midday circulators, <br />special needs pamtransit, and ridesharing. <br />As was shown on Figure 5.10 (Existing 2008 Transit <br />Facilities and Service), the provision of transit service <br />in Roseville is generally consistent with the Market <br />Area designations identified above. Because of the low-density <br />housing and land -use pattern throughout most of the <br />city, increasing park-and-ride capacity and express bus <br />service to regional employment centers is likely to be <br />the most effective strategy. Initiatives towards this goal <br />include the following: <br />• Local promotion of the benefits of transit use <br />• Working with Metro Transit and Ramsey County <br />to increase parking capacity at the Rosedale Transit <br />Hub as demand dictates <br />Support and facilitate I -35W, TH 51, and TH 36 <br />transit improvements where possible <br />Support and promote transit initiatives such as <br />the Northeast Diagonal Busway and the Snelling <br />Avenue Busway proposals <br />Support and promote increased frequency of <br />express service, including mid-day service <br />Support and promote increased park-and-ride <br />lot capacity within the city as well as across the <br />metropolitan area <br />2030 Comprehensive Plan Adopted: October 26, 2009 Transportation I 5-37 <br />
