Planning Districts <br />The 2030 Comprehensive Plan update continues the <br />practice of planning land use by districts within Ro- <br />seville. The 1994 Comprehensive Plan and the 2003 <br />update evaluated land uses in each of the 15 planning <br />districts.The 2030 Comprehensive Plan uses 16 districts <br />as shown in Figure 4.2. The section that follows discusses <br />current and future land use in each of these districts. <br />District 1 <br />Planning District 1 is located in the northwest corner <br />of the city bordered by County Road 88, County Road <br />D and Highcrest Road. In Planning District 1, the pri- <br />mary existing land use is single-family residential with <br />medium- and high-density residential development on <br />the edges of the neighborhood. A neighborhood park, <br />Sandcastle Park, is located in the center of the district. <br />Small retail and office uses exist at the intersection of <br />County Road D and Old Highway 8. <br />Land -Use Issues <br />This residential neighborhood is often perceived as <br />being isolated as it is separated from the rest of Ro- <br />seville's neighborhoods by major highways, a railroad, <br />and the large industrial area west of I -35W Bordering <br />the southeast side of the district is County Road 88, <br />which produces traffic and noise that can negatively <br />impact the neighborhood. Existing land uses on the <br />east side of County Road 88 are primarily heavy and <br />light industrial as part of Roseville's large industrial area <br />west of I -35W The neighborhood would benefit from <br />improved access to the rest of the Roseville, including <br />on- or off-street routes for walking and biking that <br />would better connect the neighborhood to the City's <br />parks and recreation system. <br />Planning District 1 contains one vacant site, which <br />consists of two adjacent parcels totaling approximately <br />nine acres that is located just south of County Road D <br />between Old Highway 8 and County Road 88. Because <br />potential soil and fill material problems on the site <br />would challenge the economic feasibility of developing <br />a multistory building, the site's previous future land use <br />designation was Business. The desired development of <br />more intensive uses will most likely require substantial <br />soil corrections. If this land is developed with residential <br />uses, the provision of public or private parks/open space <br />should be considered as part of the development. This <br />park land could be designed to improve the district's <br />access to park space in the neighborhood as well as the <br />community's park system. <br />4-11 1 Land Use Adopted: October 26, 2009 City of Roseville <br />Amended: May 10, 2010 <br />
