District 2 <br />Planning District 2 runs from Cleveland Avenue on the <br />west to Snelling Avenue on the east, and from County <br />Road D on the north to County Road C2 on the south. <br />In Planning District 2, the primary existing land uses <br />are low-density residential, institutional, and parks/open <br />space. The Northwestern College campus is partially <br />located within Roseville adjacent to Lake Johanna in the <br />northeast corner of the district Langton Lake and Oasis <br />Pond and the parks/open spaces surrounding them are <br />located along the southern border of the district and <br />provide separation between the residential neighbor- <br />hood and the nonresidential areas to the south. <br />Land -Use Issues <br />The primary land -use issues in District 2 occur on the <br />edges. This district's southern edge borders the Twin <br />Lakes Redevelopment Area, currently a mix of industrial <br />and vacant land. The Comprehensive Plan guides the <br />Twin Lakes area for a mix of residential and nonresiden- <br />tial land uses. Attention should be given to establishing <br />appropriate transition/buffer land uses between future <br />land uses in the Twin Lakes area and the existing low- <br />density residential uses in Planning District 2. <br />Similar transition issues exist with the more intensive <br />land uses along Snelling Avenue adjacent to Northwest- <br />ern College and along Cleveland Avenue. Northwestern <br />College has continued to grow in size, which creates <br />pressures to expand its campus. In particular, there is a <br />growing presence of student housing, some owned by <br />the college, east of Snelling Avenue and south of County <br />Road C2.
