District 14 <br />Planning District 14 is bounded on the north by High- <br />way 36 and on the south by Larpenteur Avenue. It is <br />bounded on the west by Snelling Avenue and on the <br />east by Lexington Avenue. <br />Land -Use Issues <br />The continued evolution of the HarMar Mall shopping <br />center will be a key factor for this area. The core facilities <br />are changing from the original indoor shopping mall <br />to more exterior -facing storefront and freestanding <br />buildings.The Comprehensive Plan encourages changes <br />toward a sustainable commercial district based on retail <br />and service businesses. <br />The enhancement of transit facilities and service in this <br />area could create an opportunity for integrating housing <br />with these commercial uses. Additional study is needed <br />to evaluate adequately the viability of a mixed-use de- <br />velopment pattern at HarMar. <br />The single-family residential area along Sandhurst Drive <br />west of Hamline Avenue is sound, but is surrounded <br />by more intense land uses. The City should monitor <br />the condition of this housing stock. If redevelopment <br />become necessary or desirable, change should not be <br />piecemeal. <br />The western portion of this planning district is under- <br />served by public parks, similar to Districts 12 and 13. <br />The closest neighborhood parks are to the east near <br />Lexington Avenue. <br />The Ramsey County Library is an attraction for District <br />14. The library is programmed for expansion to the <br />north. The Comprehensive Plan supports the com- <br />mercial node at County Road B and Hamline Avenue <br />Existing Land Use Map <br />5,,1.
