1 �IIIP!■- IIIIIIIIIIIP._11711011111 <br />Planning District 16 is bordered on the north by High- <br />way 36, on the south by Larpenteur Avenue, on the west <br />by Dale Street, and on the east by Rice Street. <br />Land -Use Issues <br />As described in District 6, an important initiative <br />growing out of the 2008 Comprehensive Plan update <br />process is the need to undertake more detailed planning <br />for the Rice Street corridor. Located in Roseville, Little <br />Canada, and Maplewood, the corridor is a complex <br />setting with a wide range of land uses, which creates <br />both the opportunity and the need for redevelopment. <br />The level of investigation conducted in preparation of <br />the 2030 Plan did not allow for the planning needed <br />to explore future land -use options in conjunction with <br />the adjacent cities. <br />There have been discussions about changes in use for <br />Ramsey County detention facilities in this district. No <br />changes to this land use are shown in the Comprehen- <br />sive Plan. <br />Future Land Use <br />District 16 consists of numerous open spaces, including <br />wetlands, a County park, City park systems, cemetery <br />space, and St. Paul Water Works property The primary <br />focus of land -use planning for this district is to preserve <br />open space and sustain residential areas. <br />The Plan seeks to strengthen the viability of Rice Street <br />for retail, service, and office businesses. <br />Vtl <br />Open Sprc <br />Existing land Use Map <br />"I.
