II. <br />BACKGROUND/SCOPE OF WORK <br />PROJECT NAME: Roseville Transportation Plan Update <br />A. <br />The City of Roseville seeks a qualified consultant to prepare the update of the City's <br />Transportation Plan which will then be used to complete the corresponding transportation section <br />within the City's 2040 Comprehensive Plan update. W SB and Associates has previously been <br />selected by the City Council to lead the overall Comprehensive Plan preparation including <br />coordinating with the consultants chosen to complete the City's infrastructure plans and <br />incorporation of those chapters into the overall document. <br />The City Council has affirmed with staff that this will only be an update of the City's current <br />Comprehensive plan and not a full rewrite. The current plan shall be reviewed for completeness <br />as per the Metropolitan Council's guidance documents and be updated as appropriate to reflect <br />current conditions and industry standards. However, if required, new sections can be added if <br />not previously addressed in the current plan. <br />In accordance with guidance from the Metropolitan Council, the Transportation Plan must <br />encompass existing and planned modes of transportation, both public and private. All modes of <br />transportation must be included: roadways, transit, bicycling, walking, aviation and freight. <br />In addition to the Transportation Plan Update, The City of Roseville also requests an update to <br />the City's Pathway Master Plan. <br />B. BACKGROUND <br />The City of Roseville, Minnesota is a northern, first -ring suburb of both St. Paul and <br />Minneapolis with a population of 33,660 as of the 2010 Census. The City is fully developed <br />with areas of sporadic infill development of smaller lots. The City is also experiencing <br />redevelopment in areas such as the Twin Lakes Business Area near I -35W and County Road C. <br />In 1976, the State of Minnesota enacted the Metropolitan Land Planning Act and gave the <br />Metropolitan Council the responsibility to plan for the infrastructure needs of the seven -county <br />metropolitan area. The Metropolitan Council completed its most recent development framework <br />called Thrive MSP 2040 Plan requiring communities to submit updated comprehensive plans for <br />review by the end of 2018. <br />The City of Roseville adopted its first Comprehensive Plan in 1956 and completed the most <br />recent update in 2009. The Comprehensive Plan includes policies, goals, and calculations of <br />land use needs for the city based upon growth projections for population, households, and <br />employment. The Comprehensive Plan identifies the general areas in the community where <br />commercial, residential, industrial, and open space land uses will be allowed and provides plans, <br />objectives, and policies indicating how the growth areas will be provided with city services <br />including roads, sewer and water facilities, and parks and open spaces. <br />As part of this process, the City also completes a Transportation Plan that is then used to <br />complete the Transportation chapter of the overall Comprehensive Plan. The Transportation <br />Plan and corresponding Comprehensive Plan chapter should address all issues identified by the <br />Metropolitan Council in their most recent Transportation Policy Plan, as well as the specific <br />issues for the City of Roseville.
