Roseville continually upgrades the local road system <br />according to its Pavement Management Program. <br />The purpose of the program is to ensure the most <br />efficient use ofpublic funds through scheduled roadway <br />maintenance and the strategic investment in roadway <br />reconstruction projects. There is considerable input from <br />local residents and other stakeholders in this program. <br />Functional Classification System <br />The purpose of a functional classification system is to <br />create a hierarchy of roads that collect and distribute <br />traffic from neighborhoods to the metropolitan highway <br />system based on the principles of access and mobility. <br />Access describes the extent to which a roadway allows <br />users to reach destinations on adjacent land, while <br />mobility describes the extent to which a roadway <br />accommodates through traffic. The <br />Metropolitan Council has published these criteria in <br />its Transportation Development Guide/Policy Plan. <br />This guide separates roadways into four primary <br />classifications: principal arterials, minor arterials, <br />collectors, and local roadways. These classifications <br />address the function of state, county, and city streets from <br />a standpoint of maximizing the safety and efficiency of <br />traffic movement through the city while providing <br />satisfactory access to residents and businesses. <br />Figure 5.5 (Existing (2008) Roadway Functional <br />Classification) displays the existing functional classes <br />of roadways in Roseville. Table 5.2 displays the <br />number of miles of roadway in Roseville by functional <br />classification. <br />Principal Arterials <br />Principal arterials are the highest roadway classification <br />and are considered part of the metropolitan highway <br />system. Principal arterials include all Interstate freeways <br />and other limited access facilities designed to maximize <br />traffic mobility and safety These roadways are intended <br />to connect the metropolitan centers with one another <br />and to connect major business concentrations. Parallel <br />facilities are typically spaced two to three miles apart, <br />and interchanges are usually spaced at least one mile <br />apart. Principal arterials place emphasis on mobility and <br />provide very little , if any, access to adjacent land. They <br />connect only with other principal arterials and select <br />minor arterials and collectors. <br />In Roseville, there are three principal arterials: I -35W, <br />TH 36, and TH 280. These facilities are envisioned <br />to continue functioning as principal arterials for the <br />planned future of Roseville.
