Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: February 28, 2017 Item No: 5 <br />Item Description: Approve Comprehensive Surface Water Management Plan <br />Background: <br />The City of Roseville is required by State Statute to have a local water management plan, capital <br />improvement program, and official controls as necessary to bring local water management into <br />conformance with the watershed district plans. The City's first Comprehensive Surface Water <br />Management Plan (CSWMP) was adopted in 1990 with an update in 2003 & 2013. The City <br />boundaries are within three watershed districts; Rice Creek, Capitol Region, and Ramsey - <br />Washington Metro. All three of these organizations have recently updated, or are in the <br />processing of updating, their watershed district plans. Prior to 2016, Cities were required to <br />prepare amendments to their CSWMP within 2 years of the watersheds updating their plans. <br />Recent legislation changed the timeline to update CS WMP's to coincide with the City's <br />Comprehensive Plan process. <br />Staff and SEH have been working to update the CSWMP by gathering public comment and <br />reviewing the current plan. Public input has come through two channels: One is through Speak - <br />Up Roseville, and the other is a survey that SEH put together for the City. SEH will provide an <br />update on the preliminary public input received. <br />Since the October 2016 meeting, Staff and SEH has been working on updating the CSWMP. <br />Updates have been made to figures, data, and teat. SEH has also incorporated comments that <br />have been received since the release of the draft document in January. The draft plan has been <br />posted on the City website, emailed to Council and Commission members, and has been the <br />topic for multiple communication items to the public. <br />The remaining timeline for the draft plan is as follows: <br />• February: <br />o Approval from PWETC (with/without conditions) <br />• March <br />Potential update as needed from Commission Meeting <br />45-60 day agency review <br />• June <br />o Update plan with comments from agencies <br />o Resubmit for agency approval <br />• August <br />o Council approval <br />
