Regular City Council Meeting <br /> Monday,January 23,2017 <br /> Page 19 <br /> Ms. Collins and City Attorney Gaughan both responded that there was not any le- <br /> gal restriction to their knowledge. <br /> Mayor Roe offered an opportunity for public comment at this time, with no one <br /> coming forward to speak. <br /> Willmus moved, Laliberte seconded, initiating a comprehensive plan amendment <br /> to Low Density Residential (LDR) and rezoning from Institutional to Low Densi- <br /> ty Residential-1 (LDR-1) with that density not to exceed 4 units per acre. <br /> Specific.to his maximum 4-unit per acre limitation under the LDR-1 designation, <br /> Councilmember Willmus stated this provided the neighborhood the best protec- <br /> tion, with the option available for a future development to apply for another zon- <br /> ing designation and comprehensive plan amendment greater than the 40 units per <br /> acre for consideration. <br /> Councilmember Laliberte stated her agreement in starting the LDR-1 and the on- <br /> going process allowing for further discussion. <br /> While not opposed, Councilmember McGehee referenced past comments, stating <br /> her preference to have green space automatically mapped out there, based on con- <br /> versations from those living in the N McCarron's neighborhood specific to the <br /> undevelopable land in the corner, currently utilized and strongly desired to main- <br /> tain that green space buffer on that side of the parcel. <br /> Councilmember Etten agreed with the motion based on the stated low density use. <br /> Specific to Councilmember McGehee's comments about retaining green space, <br /> Councilmember Etten opined that absent the city purchasing the land and separat- <br /> ing it out for green space, he wasn't sure how to accomplish that. <br /> Mayor Roe agreed if would be difficult to designate a different zoning area as was <br /> previously noted. <br /> Councilmember McGehee opined that it could be done with designated <br /> Green/Open space by making an arbitrary line, similarly to past practice (e.g. <br /> property off Victoria Street designated as Open Space), and able to change direc- <br /> tion in the future. However, Councilmember McGehee opined that it was better <br /> to reserve it as Open Space now versus leaving it as part of the development par- <br /> cel, recognizing the significant community interest in doing so. Councilmember <br /> McGehee stated that should be looked into as soon as possible and brought back <br /> to the City Council for consideration. <br /> McGehee moved, Etten seconded, amendment to the original motion to guide and <br /> zone the western portion of the property as Open Space adjacent to Elmer Street. <br />
