Finance Commission Minutes <br />January 10, 2017 – Draft Minutes <br />Page 2 of 6 <br /> <br />Chair Schroeder stated the proposed changes were highlighted in the Policy that was included 47 <br />with the Commission materials and included the priority rankings the Commission had 48 <br />previously discussed. 49 <br /> 50 <br />Commissioner Zeller stated the changes reflected what the Commission had previously 51 <br />discussed. 52 <br /> 53 <br />Commissioner Bachhuber moved, Seconded by Commissioner Hodder, to approve the draft 54 <br />modification of the City’s Capital Investment Policy as proposed. The motion carried 55 <br />unanimously. 56 <br /> 57 <br />Finance Director Miller stated the Commission can opt to present these policy changes and the 58 <br />Charter changes to the City Council or have Staff present them for City Council approval. 59 <br /> 60 <br />Commissioner Zeller suggested having Finance Director Miller have these items included on a 61 <br />City Council agenda and the Commission will have a representative at the meeting to answer any 62 <br />questions that the Council may have. 63 <br /> 64 <br /> 65 <br />Discussion on Financial Dashboard Information Packages & Target Audiences 66 <br /> 67 <br />Commissioner Murray stated he had asked how many people were viewing the financial 68 <br />information online and at this time this is not a high number. He stated the cost was high for the 69 <br />few people that do view the information. 70 <br /> 71 <br />Commissioner Bachhuber stated this may be a useful tool that could be used by the City beyond 72 <br />just the website. The number of viewers may also increase if the information is available in a 73 <br />format that residents could use. 74 <br /> 75 <br />Chair Schroeder stated the audience should be identified because this could make a difference if 76 <br />the dashboard would be necessary. 77 <br /> 78 <br />Commissioner Zeller stated that the data would be beneficial for the Finance Commission but the 79 <br />cost benefit should be looked at. The format presented may not be the best option but the 80 <br />Commission should pursue a way to get the information in a format that they could use to do 81 <br />their analysis without having to request the information from staff. 82 <br /> 83 <br />Commissioner Murray asked if City staff would be making use of this type of tool. 84 <br /> 85 <br />Finance Director Miller stated the City has been evaluating dashboards for 5-6 years. Staff has 86 <br />access to more information than the dashboards will show and staff has concluded that this is not 87 <br />something they would use. He does not believe there would be a large internal audience for this 88 <br />type of tool. 89 <br /> 90
