Attached is the proposed property on a site map, plat map, aerial map and <br />a sketch plan. It is just north of theWinsor Office Building. There is not a proposed <br />development at this time. They are proposing to split a lot off the Winsor parcel and expect <br />to market it for sale.This lot will be 1.45 acreand used for a commercial purposes. <br />Park Dedication does apply in this proposal. The cash amountwould be approximately <br />$60,402(7% of the FMV). The land amount would be 5% of 1.45 acres or .072acre. <br />They are not proposing any land for a parkas part of this subdivision. They arerequesting <br />that cash be accepted in lieu of the land dedication. <br />This area is located in Constellation Iwhere there are no specific plans for a parcel of this <br />size. <br />Included in your packet is a copy of the Park Dedication Ordinance and general guidance <br />from the Parks and Recreation System Master Plan on Parks and Open Space acquisition. <br />The primary role of the Commission is to review and offer a recommendation to the City <br />Council on whether to accept land, cash or a combination. <br />Requested Commission Action: <br />To discuss and make a recommendation to accept land, <br />cash or a combination to satisfy the Park Dedication requirements. <br />Park Dedication Annual Rate Review <br />5. <br />This item is an effort to maintain aconsistent periodic review of Park Dedication rates. <br />The most recent increase for residential rates was in November 2011 when the rates were <br />increased from $3,000 to $3,500 per unit. <br />The Commercial Park Dedication was adjusted from 5% of FMV to 7% of FMV in 2012. <br />Please keepin mind that Park Dedication is based upon a connection to the Roseville Park <br />and Recreation SystemMaster Plan, Capital Improvement Program and parkland <br />acquisition needs. <br />Enclosed is a 2015 and 2016 survey of ratesin surrounding metropolitan communities for <br />comparison purposes only.Highlighted areas indicate the changes from year to year. <br />Requested Action <br />: Discuss and consider the Park Dedication rates. <br /> <br />
