Regular City Council Meeting <br />Monday, March 13, 2017 <br />Page 6 <br />ples (e.g. Chuck & Dons and the Como Huinane Society) based on his personal <br />research. <br />Motion to Amend <br />Etten moved, Willmus seconded, striking lines 105-106 of the draft ordi- <br />nance. <br />Roll Call (Amendment) <br />Ayes: Willmus, Etten, McGehee, Laliberte, and Roe. <br />Nays: None. <br />Friendly Amendment <br />McGehee offered a friendly amendment to strike line 28 related to mislead- <br />ing tactics of pet stores in some cases; with the maker of the motion not ac- <br />cepting the friendly amendment. <br />Motion to Amend <br />McGehee moved to strike line 28 related to misleading tactics of pet stores in <br />some cases. Due to lack of a second, Mayor Roe ruled the motion failed. <br />Specific to striking line 28, Councilmember Laliberte noted that it did not stipu- <br />late "every" pet store, but only noted "some cases." Since it was her belief that <br />the statement pertained in some instances, Councilmeinber Laliberte stated her <br />preference to leave it as presented. <br />Councilmember Etten stated that he had been upset to learn the details about <br />sourcing of animals at the Har Mar Pet Shop and his further research on breeders. <br />While still of the belief that the ordinance was not addressing all of the concerns <br />with USDA reports and emails and calls received about smells and the care of an- <br />imals in that facility, Councilmember Etten stated that he would support this mo- <br />tion based on the reports on sourcing of animals and additional information pro- <br />vided tonight. <br />For a different reason than that of Councilmember Etten, Councilmember McGe- <br />hee stated her support of the motion, noting her support all along, even though it <br />may fall short of providing protection for other animals in the systein (e.g. highly <br />social birds and related breeding practices). Councilmember McGehee urged <br />staff and the City Council to thinlc about the humane treatment of those animals in <br />Roseville as a similarly important issue; and to give consideration to enhancing <br />this ordinance in the future to address any animal in the distribution channel. <br />While this is a necessary step, Councilmember McGehee urged those residents in <br />attendance tonight and all in the community to turn their attention to any evidence <br />of similar conditions in Roseville stores for ordinance application and their pro- <br />tection as well. <br />
