DraftCITY OF ROSEVILLE <br />MINNESOTA HUMAN RIGHTS <br />COMMISSION BY-LAWS <br />Adopted September 19, 2012 <br />Amended January 16, 2013 <br />Article 1, Name <br />The organization shall be called Roseville Human Rights Commission, subsequently referred to <br />as “Commission.” <br />Article 2, Mission Statement and Purpose <br />A. Mission Statement: The Human Rights Commission provides leadership and advocacy <br />intended to secure human and civil rights for Roseville residents, and to advise City officials <br />on engaging City residents in civic governance and community affairs. <br />B. Purpose: To secure for all citizens full human and civil rights, and to increase the sense of <br />community and achieve full participation and engagement in our civic affairs by the <br />following means: <br />a) Assisting the state Department of Human Rights in implementing the Minnesota Human <br />Rights Act; <br />b) Providing educational opportunities and programs and leadership on human and civil <br />rights and civic engagement; and <br />c) Advising the Mayor, City Manager and City Council, on policies and issues regarding <br />human rights and civic engagement as they affect our community. <br />Article 3, General Duties <br />A. In fulfilling their appointment as Human Rights Commissioners, Commissioners shall be <br />guided by the following general duties: <br />a) Enlist the cooperation of agencies, organizations and individuals in the community in an <br />active program directed to create equal opportunity, eliminate discrimination and <br />inequalities. <br />b) Formulate programs for the City of Roseville, to give increased effectiveness and <br />direction to the work of all individuals and agencies addressing themselves to planning, <br />policy making, and educational programming in the area of civil and human rights. <br />c) Advise the Mayor, City Council, the City Manager and other City agencies of human <br />rights and civil rights programs. Act in an advisory capacity with respect to planning or <br />operation of any City department on issues of civil and human rights, and recommend the <br />adoption of such specific policies or action as are needed to provide for full, equal <br />opportunity in the community. <br />1 <br />DraftAmendmentstoByLaws <br /> <br />
