1 <br />2 <br />3 <br />CITY OF ROSEVILLE ASSET MANAGEMENT PROGRAM <br />4 <br />5 <br />In 2015 the Roseville City Council adopted a City Priority Plan. Included in that plan was a <br />6 <br />strategic priority addressing Infrastructure Sustainability. <br />7 <br />8 <br />In order to fully address infrastructure sustainability and to provide the most applicable <br />9 <br />background data as the City annually reviews its long term Capital Improvement Program, the <br />10 <br />City has developedan Asset Management Program (AMP) forall major infrastructure assets <br />11 <br />within the City. <br />12 <br />13 <br />This program will allow staff to maximize the cost and risk exposure related to the City’s major <br />14 <br />infrastructure assets and establish a commitment to sustainable, high quality services at a more <br />15 <br />predictableand manageable cost. <br />16 <br />17 <br />In evaluating which assets to track, City staff will review the assets within their department with <br />18 <br />the recognition that the cost of actively managing short-term and/or low-cost assets may <br />19 <br />outweigh the benefits of doing so. Similarlyit may not be operationally efficient to follow this <br />20 <br />program for every asset category within a department’s control. Staff will identify which assets <br />21 <br />are being tracked through a department specific document. <br />22 <br />23 <br />INVENTORY AND MAINTENANCE HISTORY <br />24 <br />25 <br />Each department within the City shouldinventory all of its major infrastructure assets and use a <br />26 <br />database in order to track the current condition and maintenance history of the asset. The City <br />27 <br />uses several different programs and/or databases to track different assets. While the PubWorks <br />28 <br />Asset Management program offers a great deal of customization and flexibility, some simpler <br />29 <br />assets have been tracked over time using other software programs, and given the small number of <br />30 <br />the asset, can continue to be tracked in this system. <br />31 <br />32 <br />There are also smaller assets that must be replaced on a set time schedule (safety equipment, as <br />33 <br />an example). Given the fixed time of the replacement schedule, these are also more easily <br />34 <br />tracked in a small database or spreadsheet. <br />35 <br />36 <br />Examples of department assets and the program used to track them include: <br />37 <br />38 <br />Public Works: Pavements (roadways, parking lots, trails/sidewalks) will be inventoried <br />39 <br />and tracked in the ICON Pavement Management Program <br />40 <br />Public Works: Water Distribution System (water pipes, valves, hydrants) will be <br />41 <br />inventoried and tracked in the PubWorks Asset Management System <br />42 <br />Parks and Recreation: Ball fields (ag lime surface, fences, sod, etc.) will be inventoried <br />43 <br />and tracked in an Excel spreadsheet <br />44 <br />Parks and Recreation: Park Buildings (HVAC, lighting, roofs, etc.) will be inventoried <br />45 <br />and tracked in the PubWorks Asset Management System <br />46 <br />2660 Civic Center Drive Roseville, Minnesota 55113 <br />651-792-ROSE TDD 651-792-7399www.ci.roseville.mn.us <br /> <br />
