Regular City Council Meeting <br />Monday, November 14, 2016 <br />Page 26 <br /> <br />Mayor Roe offered an opportunity for public comment, with no one appearing to <br />speak. <br /> <br />Councilmember Etten asked if this motion pauses the process for possibly up to <br />six month and no Letter of Intent was in place, would something similar be con- <br />sidered in the future or would the process need to start all over again. <br /> <br />Mr. Kroll responded that he thought the discussions could generally pick-up <br />where it was currently, and even if Kenyon didn’t share those sentiments, there <br />were other investors willing to look at projects of this nature. Mr. Kroll noted that <br />economics continued to change with solar rates, resulting in the savings spread for <br />the city being better or worse. While those factors could change, Mr. Kroll ad- <br />vised that as far as Sundial’s willingness to work with the City of Roseville, their <br />interest would remain intact. <br /> <br />Councilmember Etten spoke in opposition to the motion, opining he wasn’t sure <br />the existing buildings identified for these solar installations would be taken off <br />line to the extent it would involve the solar panels. Councilmember Etten further <br />opined that if the city built additional facility space, he didn’t see the city taking <br />down existing buildings to construct new ones. Therefore, Councilmember Etten <br />stated his preference to move forward with this project that would provide some <br />benefit to the city. <br /> <br />Councilmember Laliberte spoke in support of the motion to take a pause; along <br />with fast tracking discussions on additional city needs first before making a deci- <br />sion on this project. <br /> <br />As stated, Mayor Roe recognized that the market place for solar continued to <br />evolve; and whether six months or longer from now, there may be other factors in <br />the marketplace that may or may not work to the city’s benefit. Therefore, Mayor <br />Roe spoke in support of the motion. <br /> <br />Councilmember Etten noted there may be fewer solar credits available at that time <br />as well. <br /> Roll Call <br />Ayes: <br />Willmus, Laliberte, McGehee and Roe. <br />Nays: <br />Etten. <br />Motion carried. <br /> <br /> <br /> <br />d.Consider Adopting the 2017 Utility Rate Adjustments <br />Finance Director Chris Miller provided a presentation that was complimentary to <br />the detail provided in the RCA of today’s date; along with the bench handout in- <br />corporated into the RCA, providing a projected analysis of the water, sanitary <br />sewer and recycling utility funds and their current and proposed rate structures. <br /> <br /> <br />
