REQUEST FOR ECONOMIC DEVELOPMENTAUTHORITY ACTION <br />Date:04/18/2017 <br />Item No.:7.b <br />Department ApprovalExecutive DirectorApproval <br />Item Description: Receive Presentation from SandsDevelopment, LLC for Proposed Multi-Family <br />Lifestyle Community Located on Old Highway 8 <br />B <br />ACKGROUND <br />1 <br />Sands Development, LLC is proposing to build 209 units of mixed-income rental housing on a8.71 <br />2 <br />acre residential site located near the southeast corner of County Rd. D and Old Highway 8. The <br />3 <br />property is surrounded by commercial to the north, high density to the south, commercial and <br />4 <br />medium density residential to the west and Highway 88 to theeast (Attachment A). The property is <br />5 <br />zoned HDR-1 (High Density Residential) which allows for the development of multi-family rental <br />6 <br />housing (Attachment B). <br />7 <br />The proposal includes three multi-family buildings along with a community building. The multi- <br />8 <br />family buildings will have multiple story heights to break up the building elevations, but no building <br />9 <br />will be greater than four-stories. The community building will serve the whole development and <br />10 <br />includes a management/leasing office, fitness room, conference room, maintenance office, storage <br />11 <br />space, reception area, and a pool area with sundeck. <br />12 <br />The development will be designed to have outdoor amenities to serve all of the residents from <br />13 <br />preschool up to adults. A tot lot area will serve younger children, a picnic/recreation area with <br />14 <br />benches and grills will serve families along with large open green spaces to throw balls and enjoy <br />15 <br />lawn games. Additionally, the development will incorporate a foot gravel walking/fitness trail <br />16 <br />around the perimeter of the site that will have access to the public from two locations along Old <br />17 <br />Highway 8. <br />18 <br />Some of the amenities that the Developer is proposing includes creating a connection to Sandcastle <br />19 <br />Park for the neighborhood to access the public trails along the perimeter of the sitethat would have <br />20 <br />workout stations, linking sidewalks to transit, and place-making of two entrance kiosks to the public <br />21 <br />trail. Additionally the developer would like to incorporatean enhanced storm water management <br />22 <br />plan that would capture run-off water for irrigation of the site as well as incorporating a solar energy <br />23 <br />system. The Developer will walk the Roseville Economic Development Authority (REDA) through <br />24 <br />financing options for the development that would address building some of the amenities (See <br />25 <br />attachment C for details on the proposed development). <br />26 <br />27 <br />The developer will provide conceptual plans at the meeting to seek questions and feedbackfrom the <br />28 <br />REDA. If the REDA would like to continue exploring development of this site then it would come <br />29 <br />back to the REDA or City Council for further discussions of financial support.However, if the <br />30 <br />Page 1of 2 <br /> <br />
