Attachment A <br />EXHIBIT A <br />238 <br />239 <br />Scope of Work <br />240 <br />241 <br />242 <br />243A.Administer the following home improvement programs for residents of the City <br />244of Roseville (the “City”): MHFA Fix Up Fund and Community Fix Up Fund <br />245(collectively the “MHFA Programs”), the Department of Commerce Exxon Loan <br />246Program and several internally funded Loan Programs,the Roseville Home Improvement <br />247Loan Program by providing the following services: <br />2481.Provide information to residents and property owners about the programs, <br />249upon request. <br />2502.Assist the REDA in developing procedures for the programs. <br />2513.Receive and process applications from residents. <br />2524.Close loans for qualified applicants in accordance with the applicable <br />253program. <br />2545.Oversee the draw process for the funds, including, as necessary, reviewing <br />255draws, reviewing the progress of the work and collecting lien waivers and <br />256certificates of occupancy. Consultant may, for this purpose, rely on third- <br />257party representations and certifications. <br />2586.Provide monthly reports about the number of loans closed and the balance <br />259in each loan program. <br />260 <br />261B.Service loans made to City residents: <br />2621.Assist with overseeing loan administration and collections from <br />263Community Reinvestment Fund (“CRF”). <br />2642.Assist with CRF to take such action pursuant to the CRF Contract if there <br />265is an uncured default by a borrower under a loan pursuant to an <br />266Installment Loan Program. <br />267 <br />268C.Assist Roseville homeowners who are considering remodeling their homes by <br />269meeting with them to discuss the scope of their project and possible alternatives, then <br />270help them evaluate bids and determine when the project is fully complete; <br />271 <br />272D.Provide housing information to Roseville residents, including information on <br />273emergency assistance, housing rehabilitation, first-time homebuyers, and limited <br />274rental information; <br />275 <br />276E.Have Consultant’s staff visit residences as determined necessary by Consultant; <br />277 <br />278F.Provide business energy improvements and program information to Roseville <br />279businesses; <br />7 <br /> <br />
