Mr. Gaughan advised that 9:00 a.m. to 5:00 <br /> p.m. were too restrictive for the rights to solicit; with typically 9:00 p.m. found to <br /> be allowable, but suggesting 8:00 a.m. to 8:00 p.m. would prove defensible if the <br /> intent was to be more restrictive. Mr. Gaughan further noted that code specifically <br /> referenced a homeowner's right to notice that solicitors were not welcomed, but <br /> when it came to governmental regulations, it was a different story. <br /> Without objection, the hours of 9:00 a.m. to 7:00 p.m. as suggested by Coun- <br /> cilmember Willmus,were approved for staff to include in revised language accord- <br /> ingly. <br /> Section 407.10 <br /> In lines 513-517, Mr. Englund advised that previous City Council discussions on <br /> notice had not been clear, and therefore he had included both versions for further <br /> review and preferred choice(Items 4 or 5) <br /> Mayor Roe stated that he preferred Item 5 at 100%. <br /> Councilmember Willmus recalled that the discussion concluded in reverting back <br /> to something other than a 100%majority, (e.g. 75% or a 2/3 majority). <br />
