With yard waste efficiencies, and hauling <br />189 bid costs currently also down, Mr. Springman advised that those cost savings <br />190 could carry over into organics allowing room for expansion. Mr. Springman <br />191 reported that he largest cost of the program were obvious in providing bags and <br />192 hauling. Upon recent switching of vendors, Mr. Sp ' reported that the <br />193 county had seen an approximate $30,000 reductio r yard waste costs, now <br />194 handled by their vendor, Waste Management, 1 -four Ramsey County <br />195 sites; with the firm interested in remaining the c ty's c ctor, thus offering a <br />196 very low rate. Mr. <br />199 Springman advised that the Waste an ent ract expired the end of <br />200 2018, with an option to renew to year-end 2 <br />201 <br />202 At the request of Chair Cihac Springman rmed that the county buys <br />203 organic compost bags off the nnesota co and had done so since <br />204 2014. <br />205 <br />206 After the initial 2014, Mr. ringman ported on additional options for <br />207 the program cludin eeking the unty Commissioners' approval to add an <br />208 additional tions. Mr. Springm ported that elements of consideration <br />209 for each loca i collabo ion with partner organizations (e.g. <br />210 mu in ey amsey County's seeking and obtaining <br />211 ssary at expense; the county's provision of up to $5,000 toward <br />212 nstruction c with my also providing signage, collection containers <br />213 auling serve Mr. ngman advised that Ramsey County would provide <br />214 co table bags d p mote the service with any and all collection sites <br />215 avai to any r ent in Ramsey County. Mr. Springman advised that the <br />216 county oolkit vailable for city use in their communication sources as well <br />217 to promote ice. <br />218 <br />219 As far as co ection site criteria, Mr. Springman noted that the preference was for <br />220 siting them on publicly -owned land; their location in under -served areas of the <br />221 county; easy/visable access to the site; secure sites with the ability to <br />222 accommodate traffic and parking, preferably on a hard surface; and screening of <br />223 the site. <br />224 <br />225 Mr. Springman displayed examples of enclosures, signage, large and small <br />226 organic collection bags, and educational materials used to promote the sites and to <br />227 inform what was and was not accepted for organic composting.
