If <br /> this employee hired out elsewhere, Councilmember Etten asked if the cadet posi- <br /> tion would be filled or depend on timing and current personnel, or automatically <br /> hired into the cadet position. <br /> Chief Mathwig responded that it would depend on the current cadre of four <br /> CSO's; and their educational qualifications and the quality of their work, as well <br /> as annual budget cycles and planning situations. <br /> Mayor Roe spoke in support of the motion, noting that it created a position main- <br /> tained as a permanent available option, provided it would be staffed based on the <br /> current situation at that time. At the request of Mayor Roe, Chief Mathwig clari- <br /> fied that the intent was to retain four CSO positions for 2017 and seek additional <br /> funding in 2018 for that position. Mayor Roe stated that he didn't want the posi- <br /> tion to be considered a permanent one, but an available option as an additional <br /> tool. <br /> Councilmember Laliberte suggested some mechanism be put in place to review <br /> the position to avoid it becoming permanent based solely on a particular personal- <br /> ity and involving someone already interviewed and in the job. <br /> City Manager Trudgeon clarified that as with any situation, as with the 2018 <br /> budget, choices would be called out for specific conversations, especially directly <br /> revolving around whether or not to fund the position in 2018 rather than having it <br /> get lost in the shuffle and thus become revolving and permanent. <br /> Roll Call <br /> Ayes: Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> e. Approve Creation of an Ordinance Restricting Parking in Front of Mailbox- <br /> es <br /> Police Chief Rick Mathwig briefly summarized this request as detailed in the <br /> RCA. <br /> Councilmember McGehee noted that as part of this action, consideration was also <br /> needed for those parking their vehicles too close to intersections. <br /> Chief Mathwig advised that, while there is a state law addressing those situations, <br /> in order for the Roseville Police Department to enforce it, they relied on citizens <br /> to inform them of situations that they observe that create issues. <br /> City Manager Trudgeon read an email received by staff earlier today from Cyn- <br /> thia White stating her opposition to enforcing this beyond state fair time, and then <br /> only temporarily rather than using Police staff to enforce this rather than other <br /> more serious situations. <br />
