Roseville Finance Commission
Agenda Item

Memo
To: Roseville Finance Commission
From: Chris Miller, Finance Director
Date: March 14, 2017
Re: Item #6: Review Citizen Budget Comment Card

Background
During each of the last two budget cycles, the City Council directed staff to prepare and mail Budget
Comment Cards along with a supporting narrative to all residents via the newsletter. The purpose was to
solicit input on program spending and the level of support for that spending. A similar approach will be
used for this year’s budget process.

The Commission briefly discussed the content and layout at their January meeting and asked Staff to
present a draft version for the upcoming budget process. The City Manager, Communications Manager,
and Finance Director reviewed previous years’ versions along with suggestions provided by the Finance
Commission. Staff’s recommended content and layout is included in Attachment A. This is scheduled to
go out in the May newsletter.

You will recall that at the January meeting, the Commission did express its support in having a ‘monthly-
impact’ table showing major categories as was used in 2016. However, Staff concluded it was best to
leave the table out in favor of an expanded breakdown of major categories in an accompanying article
which seemed to be more favored by the Council and in recognition of the limited space in the May
newsletter.

The Commission is invited to further comment on the draft Budget Comment Card.

Staff Recommendation
Not applicable.

Requested Commission Action
For discussion purposes only. No formal Commission action is necessary.

Prepared by: Chris Miller, Finance Director
Attachments: A: Draft 2017 Budget Comment Card.
