REGULATORY
NOTICE: NoRegulated Articles are legally allowed to move outside of a quarantine (untreated
or treated), unless they are accompanied by a certificateor limited permit. Certificates and
limited permits are only available when a compliance agreement is signed between the
Minnesota Department of Agriculture and the firm interested in moving the regulated article.
The formal quarantine with the addition of Goodhue County became effective on May
19, 2017. A map of the quarantined areas is shown below.

Two (2) cooperative USDA/MDA compliance agreements were issued. Two (2) intrastate compliance agreements
were issued.
Minnesota now has a total of eight (8) certified firewood producers in the state, six (6) MDA certified and two
(2) USDA certified. The newest MDA certified firewood producer is Paul’s Fireplace Wood out of Little Falls. Split
Fire, Inc. located in Cannon Falls is now USDA certified because he is located in a quarantined county.
Two warning letters were issued for separate firewood violations. One was issued to a firewood producer
located in Washington County that offered firewood harvested from a non-quarantined county but produced in
a quarantined county for sale outside the quarantine without safeguarding. The producer took quick action to
retrieve the wood and add safeguarding measures under a compliance agreement. The other letter was issued
to a firewood producer located in Morrison County for sending a copy of a compliance agreement to another
state with a non-MDA generated electronic signature.
Katy presented information about the quarantine at the Minnesota Logger Education Program Annual
Conference in Tower. The presentation was well attended with over 30 attendees.
The Ash Tree Waste Disposal Site List was updated and now includes a facility in St. Louis County. The list can be
found at this link: www.mda.state.mn.us/plants/pestmanagement/eab/ashtreewaste.aspx
