Regular City Council Meeting Monday,July 17, 2017 Page 26 Mayor Roe clarified that Veritas has two sites in this development: one a two- story building and the other its multi-story headquarters. Mayor Roe advised that the University of Northwestern had purchased the two-story building. Specific to non-profits and property tax exemption, Mayor Roe advised that any commercial building in Roseville could be leased or owned by a non-profit and not pay property taxes, with the city having no control over it as long as it met zoning codes. 8. Approve Minutes 9. Approve Consent Agenda 10. Council& City Manager Communications, Reports, and Announcements City Manager Trudgeon highlighted upcoming meeting agendas. 11. Councilmember Initiated Future Agenda Items and Future Agenda Review Mayo Roe asked that a future meeting agenda include consideration of a possible amendment to the Rules and Procedures related to Public Comment. Specifically, Mayor Roe asked that the City Council consider adding to the existing statement that any per- sonal attacks would be considered out-of-order in the future including restricting allega- tions or accusations against city officials or anyone else. While comments raised may have great merit or raise valid concerns, Mayor Roe noted his concern from a recent meeting where one-sided presentations and a public voice used without the other party having the ability to rebut or defend themselves in that same public venue. Reiterating that some of these concerns may have merit and validity, Mayor Roe expressed concern that the city's meeting time was used for that purpose rather than for city business. 12.
