Suggested language by Councilmember Etten was as fol- <br /> lows: <br /> "The City of Roseville strives to be a welcoming and inclusive place for all. We <br /> are committed to promoting respectful conduct, equitable service, and diversity in <br /> our community. We condemn discrimination by or against residents, visitors, <br /> workers, city employees or city businesses. In our work with the community we <br /> pledge to treat everyone fairly, respectfully and without bias, regardless of their <br /> color, creed, religion, national origin, gender, marital status,familial status, im- <br /> migration status, sexual orientation, age, income, or disability. " <br /> Public Comment <br /> John Kysylyczyn, 3083 Victoria Street <br /> Mr. Kysylyczyn advised that he had intended to speak to Mayor Roe's agenda <br /> item 7.g originally slotted here from his personal newspaper business perspective <br /> as it related to free speech and First Amendment Rights. <br /> However, in his initial review of this proposed and apparently new mission state- <br /> ment added to tonight's agenda without the benefit of prior information in meet- <br /> ing packets or with prior public viewing for comment, Mr. Kysylyczyn expressed <br /> his dismay that such a step had been taken, particularly with only three of the five <br /> council members in attendance. Mr. Kysylyczyn expressed his objection to such <br /> a practice, opining it was a bad way to do business and didn't represent a simple <br /> license approval or standard routine business matter, but actually sought to estab- <br /> lish a new mission statement for the city. As an example, Mr. Kysylyczyn noted <br /> the Roseville School District's process and notice procedure in recently vetting <br /> their mission statement, allowing for months of input prior to adoption. <br /> On this specific proposed statement presented by Councilmember Etten, Mr. Ky- <br /> sylyczyn questioned its necessity since he understood that this was already what <br /> the City of Roseville stood for and how it had done business over the last 20-30 <br /> years and didn't represent a change or departure from the current way of doing <br /> business. However, if it was being considered, Mr. Kysylyczyn suggested that <br /> consideration be given to potential implications to the city. <br /> Mayor Roe suggested broader language in the statement specific to all that was <br /> done as a city government. <br /> Etten moved, Roe seconded, approval of the Mayor Roe-amended statement as <br /> follows: <br /> "The City of Roseville strives to be a welcoming and inclusive place for all. <br /> We are committed to promoting respectful conduct, equitable service, and <br /> diversity in our community. We condemn discrimination by or against resi- <br /> dents, visitors, workers, city employees or city businesses.
