Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, January 4, 2017 – 6:30 p.m. <br />1. Call to Order 1 <br />Chair Boguszewski called to order the regular meeting of the Planning Commission meeting at 2 <br />6:30 p.m. and reviewed the role and purpose of the Planning Commission. 3 <br />2. Roll Call 4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 <br />Members Present: Chair Michael Boguszewski; and Commissioners Robert Murphy, James 6 <br />Daire, Julie Kimble and James Bull 7 <br />Members Absent: Vice Chair Shannon Cunningham and Commissioner Chuck Gitzen 8 <br />Staff Present: Community Development Director Kari Collins, City Planner Thomas 9 <br />Paschke, and Senior Planner Bryan Lloyd 10 <br />3. From the Commission or Staff 13 <br />At the request of Member Murphy, Senior Planner Lloyd advised that there was no 14 <br />update on temporary family healthcare dwellings at this time, anticipating that other 15 <br />community engagement opportunities, such as for the comprehensive plan update, will 16 <br />incorporate that discussion as they arise. At the further request of Member Murphy, Mr. 17 <br />Lloyd anticipated that a draft of an ordinance may be available sometime during the 18 <br />summer of 2017 as a result of public feedback. Member Murphy noted previous Planning 19 <br />Commission concern that this housing option still be considered even though it had 20 <br />recommended that the city not adopt state legislation as presented. 21 <br />As noted by Mr. Lloyd, Community Development Director Collins emphasized that, during 22 <br />community engagement opportunities as part of the comprehensive plan update, diversity 23 <br />of housing options would include exploration of this type of dwelling as well. 24 <br />Ms. Collins announced the upcoming Urban Land Institute’s hosting of a workshop with 25 <br />invitations to city councils and planning commissions focusing on navigating the 26 <br />competitive future. Ms. Collins encouraged commissioners to attend this panel discussion 27 <br />by a variety of experts from the development realm, covering a variety of issues including 28 <br />finance, housing, market trends and other areas that could help inform the city. Ms. 29 <br />Collins noted there would be Roseville-specific information as well on perceptions of 30 <br />doing business in Roseville and its markets, emerging businesses and other informative 31 <br />data of use going forward. 32 <br />4.
