Overall, the Commission felt comfortable using the current method. However, it was <br />generally felt that it might be helpful to use the League of MN Cities Method as an <br />additional guide, possibly calculating comparisons every couple of years. <br />The current Park Dedication rate for residential is 10% of the land or $4,000 per unit. For <br />non-residential, the rate is 5% of the land or 10% of the FMV. There was discussion at the <br />City Council level and at the Commission about makingthe commercial land amount the <br />same as the commercial FMV amount. <br />The Commission typically reviews the Park Dedication Ratesannuallyfor any adjustments. <br />The last review and recommendation was inNovember2016(see attached 2016 rate <br />comparisons) when the Commission recommended an increase inthe Residential Park <br />Dedication ratefrom $3,500/unit to $4,000/unit and an increase intheCommercialPark <br />Dedication ratefrom 7%FMV to 10% FMV.It may beappropriate to remain the same in <br />2017/18 except toequalize the land FMV as has been discussed (making the commercial <br />land amount 10% which is the same as the FMV cash amount). <br />In your packet for your reference is the park dedication ordinance and the Leagues of MN <br />Cities Methodology outlineand comparisons of a residential and commercial development. <br />Requested Commission Action:Review, discuss andconsider recommendation on <br />method. <br />Prepare forJoint Meeting with Ramsey County Parks and Recreation Commission <br />6. <br />As we have discussed, a joint meeting withtheRamsey County Parks and Recreation <br />Commission will occur at your regularly scheduled October 3, 2017 meeting. <br />This is an opportunity for you to provide suggestions on topics of interest for the meeting <br />with the goal to narrowthe listto two or three topics. <br />Topics to consider may include areas of common interest such as deer management, dog <br />park, Josephine Park and McCarron’s Park (the two parks in Roseville that Ramsey County <br />owns and operates),trailsor outreach programming .Ramsey County is also interested in <br />understanding where each agency is at in the Comprehensive Plan process. <br />Benefits and outcomes anticipated include improved communications and relations, <br />increased awareness, discovery of resources available, and perspective sharing from a <br />broader group. <br />Requested Commission Action:Provide feedback, suggestions and topicsof interestfor <br />the joint meeting with the Ramsey County Parks and Recreation Commission <br />Possible November Meeting Location Change <br />7. <br />Your meeting date for November is set for Thursday, November 2, 2017due to the election <br />on your regular Tuesday meeting date(November 7, 2017). <br />Thursday, November 2, 2017is also theMaster Plan Open House for2132 Cleveland <br />Avenue at Fairview Community Center beginning at 6 p.m. <br />This item is for you to consider the possibility of moving the Parks and Recreation <br />Commission meeting to FairviewCommunity Centerfor that eveningto allow <br />Commissioners toattend the open house and conveneto aParks and Recreation <br />Commission meetingafter, as needed. <br />Requested Commission Action:Consider moving the November 2, 2017 meeting tothe <br />Fairview Community Center as part of the 2132 Cleveland Avenue Master Plan process <br /> <br />
