No public in attendance. <br />16 <br />APPROVAL OF MINUTES – June 6, 2017 MEETING <br />173. <br />18Commissioner Hoag moved to approve the June 6, 2017 meeting minutes. Commissioner <br />19Warzecha seconds. Motion passed unanimously. <br />20 <br />PARK DEDICATION METHOD DISCUSSION <br />214. <br />22Staff provided a history of Park Dedication in Roseville and updated the Commission on the <br />23current Roseville method. Current Roseville rates in residential areas is 10% of land or <br />24$4,000 per unit. Non-residential areas is 5% of land or 10% of Fair Market Value (FMV). <br />25 <br />26As part of the Subdivision Code discussion, it was suggested that the non-residential rate be <br />27the same at 10% for both land dedication and cash dedication. As a result, the City Council <br />28asked that staff review and evaluate the League of MN Cities Sample Park Dedication <br />29Methodology with the Parks and Recreation Commission. <br />30 <br />31Chair Gelbach inquired on what the role of the Commission will be in reviewing the League <br />32of MN Cities methodology. Staff confirmed that the City Council will be looking for <br />33thoughts and a recommendation on what might be best for Roseville. <br />34 <br />35Staff provided a step-by-step walk through of examples of the League of MN Cities 7-step <br />36methodology for determining Park Dedication amounts. <br />37 <br />38Chair Gelbach questioned how “need” was defined in Step 3 of the League of MN Cities <br />39Methodology. Staff answered that it was defined by use. Roseville has assigned a use of <br />40approximately 75% (or “need”) to residents and 25% of “need” to Roseville workers. This is <br />41simply an estimate including an analysis of Recreation Program Registrations. <br />42 <br />43Commissioner Hoag inquired if a Community Center is included in the “need” category. <br />44Staff stated that a Community Center was not included specifically in the “need” calculation. <br />45However, the acreage could be. <br />46 <br />47 <br />48 <br /> <br />
