Regular City Council Meeting <br /> Monday, September 11, 2017 <br /> Page 14 <br /> Discussion ensued regarding who was maintaining the yard, with Mr. Englund <br /> �- advising that he had asked neighbors to alert city staff when they next arrived on <br /> site to further track who was paying for that maintenance. <br /> Beyond this specific issue, Councilmember Willmus noted his concern with these <br /> abatement actions in general and the City talking to tenants verseus owners and <br /> his interest in identifying the actual property owner of record in the early stages to <br /> personally address responsible parties. Councilmember Willmus also asked that <br /> staff include correspondence as part of their RCA report going forward to provide <br /> context. <br /> While recognizing that there may be some hesitancy with this minor compliance <br /> issue, Councilmember Laliberte stated her preference of a definitive compliance <br /> date for resolution to ensure neighbors that action will be taken and not simply <br /> continue to stagnate. <br /> Mayor Roe reviewed the dates of correspondence and the process involved, in- <br /> cluding clarifying deadlines given by staff and typical for code violations of this <br /> nature. <br /> Councilmember McGehee opined that the bigger underlying question was wheth- <br /> er these things actually rose to the level of a nuisance without the continual pres- <br /> sure from neighbors and vacancy issue that seemed to be paramount to the neigh- <br /> ., bors. <br /> Councilmember Willmus stated that the important aspect for him was that the <br /> property owner was given a period of time to make corrections. <br /> Willmus moved, Laliberte seconded, directing Community Development staff to <br /> abate the public nuisance at 2490 Sheldon Street by hiring a contractor to repair or <br /> remove the brick planter and remove the awning in disrepair, at a cost not to ex- <br /> ceed$625 00 unless completed by the owner by October IS, 2017. <br /> Councilmember McGehee stated that she would not support the motion, opining <br /> there are other solutions other than this. <br /> Councilmember Etten stated his support for the motion if it moved the property <br /> forward and resolved this issue. <br /> Roll Call <br /> Ayes: Willmus, Etten, Laliberte and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> Further discussion ensued regarding the process followed by staff for abatement <br /> consideration and steps taken by staff and deadlines applied based on correspond- <br />
